Advance Contract Award Notice (ACAN)
No. U6800-175291
27 GHz Spectrum Analyzer with 100KHz.
An Advance Contract Award Notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a good, service or construction contract to a pre-identified supplier, believed to be the only one capable of performing the work, thereby allowing other suppliers to signal their interest in bidding by submitting a statement of capabilities. If no other suppliersubmits a statement of capabilities that meets the requirements set out in the ACAN, the contracting officer may then proceed with awarding the contract to the pre-identified supplier.
Note that an ACAN process, even if conducted in accordance with the Policy, does not constitute a "competitive" process for the purposes of the trade agreements and any Canadian International Trade Tribunal (CITT) challenge.
Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
Specification Requirement
The Department of Industry Canada has a requirement for the following item to be delivered to:
Communications research centre
3701 ave Carling
PO BOX 11490 Station H
Ottawa K2H-8S2
Criteria for assessingthe statement of capabilities essential (minimum requirements)
The ThinkRF, model WSA5000-427, Real-Time Spectrum Analyzer (RTSA), is a software defined radio receiver capable of real-time signal digitization and digital signal processing at frequenciesup to 27 GHz and at a bandwidth of up to 100 MHz. As this device is designed for fast spectrum scanning, it is ideally suited for spectrum monitoring over a large number of frequency bands including bands at high millimeter wave frequencies such as those targeted for use in future 5G communications systems.
The RTSA must connect to a standard PC via 1G Ethernet RJ45 interface (or USB 3.0) and must include a PC software application to operate and control the device; visualize signal measurement in real time and record and store data. It must support fast spectrum scanning. It must be able to read spectrum data directly from the device (i.e.: time to frequency domain conversion must happen on the device not on the PC).
The software defined radioreceiver must operate with the following minimum specifications:
- Frequency range up to 27 GHz
- Bandwidth up to 100 MHz
- Spurious Free Dynamic Range (SFDR) up to 100 dBc/0.1 MHz BW and 60 dBc/100 MHz BW
- Min RF Receiver Sensitivity of -130dBm or better
- Min Resolution BW of 500 Hz or less
- Min Tuning Resolution of 1 Hz or less
- Spectrum Scan Rate of 1 GHz per 100ms at RBW of 2 KHz
- Min RF Step Attenuator Range of 0 to 20 dB
- Real-time spectrum graph
- Real-time spectrogram view
- Real-time power spectral density display
- Real-time Triggering
- Real-time I/Q plots
- Real-time Recording and Playback
- Must have a well-documented Application Programming Interface (API) for control and operation of the device. The API must support either C/C++ or SCPI.
- 10 MHz reference clock output/input
- Analog I/Q outputs
- General-Purpose Input/output (GPIO); USB, Ethernet Connectivity
- Portable unit with a maximum weight of 3 Kg
- Maximum power consumption of 20 W
Application Trade Agreement and Obligations
This requirement is estimated at approximately $30,000.00 and is subject to Agreement on the North American Free Trade Agreement (NAFTA), Agreement Internal Trade (AIT) .
Government contract Regulations (GCR) Exception and Limited Tendering Reason

If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
