The Onward Homes Society, operating within its mandate to provide high-quality, safe, and energy-efficient affordable housing assets within the Province of Alberta, requires the professional services of a licensed, qualified, and experienced Prime Consultant specializing in mechanical engineering. This Request for Proposal (RFP), issued and managed via the Alberta Purchasing Connection (APC), represents the initial phase of a multi-stage capital asset renewal program designated for the residential housing complex known as Crossroads Court.
The underlying asset comprises a fifty-four(54) unit multi-family residential building that relies completely on a centralized mechanical plant for hydronic space heating . The existing mechanical infrastructure has reached the end of its nominal service life, exhibits declining operational efficiencies, and presents escalating multi-point failure risks that could compromise tenant comfort and safety. To mitigate these risks, stabilize long-term operational expenditures, and significantly reduce the facility’s greenhouse gas footprint, Onward Homes Society is executing a total plant modernization strategy.
The procurement process initiated under this solicitation does not encompass the physical demolition, supply, or construction installation of mechanical equipment. Rather, this opportunity is strictly confined to the procurement of professional engineering consulting services, project management, and construction document preparation.
The successful proponent—hereafter referred to as the "Prime Consultant"—will lead the technical assessment, load calculation, schematic design, detailed engineering drafting, specification compiling, procurement formatting, and post-tender bid leveling required to successfully bring a subsequent, comprehensive construction tender package to the market for mechanical contractors.
