Overview of the Project
The Track Package includes Scope A which is the Main Line Track from Ramsay Inglewood Station in the north to the end of the project limits, as well as Scope B the Maintenance Storage Facility (MSF) track. Scope C includes both scopes.
For scope delineation, this RFP is divided as follows:
- Scope A: Main Line Track
- Scope B: Maintenance & Storage Facility (“MSF”) Track
- Scope C: Combined Track Package (Scopes A and B) in its entirety.
Scope A Main Line Track
Ballasted Track: from the Top of Rail (TOR) to the top of the sub-ballast.
- Test track works
- Special trackwork (e.g., turnouts, crossovers)
- Track-related ROW equipment, crossings, and appurtenances
- Ducting, cable containment, and associated infrastructure
- Boundary limit south of the MSF turnaround (see Scope B figure below)
- Design and implementation of all Temporary Works.
- Field review, monitoring, and reporting for Temporary Works.
- Support of excavation.
- Laydown areas and traffic management.
- Construction noise and vibration mitigation.
- Environmental mitigation protection measures.
- Provide all:
o Labour, supervision, and management
o Materials, plant and equipment
o Survey, quality control, and environmental control
o Documentation and testing support
o Interface coordination
Scope B MSF Track
MSF trackwork supply and installation including:
o Direct Fixation (DF) Track: from the Top of Rail (TOR) to the bottom of the plinths (second-pour concrete).
o Ballasted Track: from the Top of Rail (TOR) to the top of the sub-ballast.
- MSF trackwork (yard and shop) supply and installation
- Test track works
- Special trackwork (e.g., turnouts, crossovers)
- Track-related ROW equipment, crossings, and appurtenances
- Ducting, cable containment, and associated infrastructure
- Boundary limit north of the MSF turnaround (see Scope B figure above)
- Design and implementation of all Temporary Works.
- Field review, monitoring, and reporting for Temporary Works.
- Support of excavation.

The following provisions and items are applicable to all respective trackwork scopes, comprising but not limited to the following:
General Provisions
- Deliver a complete, coordinated, safe, maintainable, and commissionable LRT track system for the respective trackwork scope.
- The scope split matrix provided in Schedule 9 Construction Contract Form, with the Proponent taking primary responsibility for trackwork.
- Applies across design, procurement, construction, testing, commissioning, handover, and warranty.
Track equipment, including the supply, fabrication, delivery, installation, adjustment, inspection, and acceptance of:
- Running rail
- Jordan rail
- Ties
- Ballast
- Direct fixation assemblies
- Embedded track components
- All required fittings and fixations
- Guard rails
- Restraining rails
- Insulated joints
- Expansion joints
- Rail anchors
- Rail lubricators
- End-of-track protection devices
- Special trackwork
- Switch clearance devices
- Switch heater equipment
- Level crossings
- Track drainage interfaces
- Cable containment
- Track troughs
- Concrete plinths (second pour)
System assurance for the scope of trackwork, including all applicable inspection, testing, and commissioning activities required for the respective trackwork scopes, including:
- Factory Acceptance Testing (FAT)
- Factory Integration Testing (FIT)
- Pre-Installation Check-Out (PICO)
- Site Acceptance Testing (SAT)
Integrated interface testing
- Trial running support
- Closeout evidence
- Acceptance testing
- Any other activities applicable to the specific scope of work.
