Full description

The Department of National Defence has a requirement for the supply, delivery, installation, commissioning and conformity verification of commercial modular Privacy on Demand (POD) units, or equivalent, under Category 4 of the Furniture for Workspaces Supply Arrangement E60PQ-140003/D.
The units must include an adjustable roof system offered as a standard commercial feature, as well as integrated ventilation, lighting, occupancy-sensing and electrical-power systems, in accordance with the Statement of Work, the applicable Category 4 Product Builders and the Annex Requirement and Basis of Payment.

The requirement is for commercial off-the-shelf products. Canada is not requesting the design or development of a new product, the modification of an existing commercial product or complex integration with building systems.

Quantities
The requirement includes the following quantities:

one (1) firm Small POD Unit;
one (1) firm Large POD Unit;
up to nine (9) optional Small POD Units; and
up to three (3) optional Large POD Units.

The combined total quantity of firm and optional POD Units will not exceed fourteen (14) units, consisting of:

ten (10) Small POD Units in total; and
four (4) Large POD Units in total.

The optional quantities are not guaranteed. They will form part of the Contract only if an option is exercised in writing by the Contracting Authority in accordance with the terms and conditions of the Contract.

Principal Features
All firm and optional POD Units must, among other requirements:

be commercial off-the-shelf products;
be freestanding, non-structural, demountable and relocatable;
be fully accessible;
include an adjustable roof system offered as a standard commercial feature;
include an integrated active ventilation system;
include integrated LED lighting;
include occupancy sensing;
include an integrated electrical-power system;
use electrical components certified for use in Canada;
comply with the applicable fire-safety, life-safety, accessibility and electrical-safety requirements;
be installed without obstructing egress routes, sprinkler discharge, fire detectors, alarm devices or other fire-protection systems; and
comply with the detailed requirements of the applicable Category 4 Product Builders included with the solicitation of offers.

Connecting or integrating the POD Units with the building fire-alarm system is not part of the Contractor’s Work. Building-side electrical, sprinkler, fire-alarm and other base-building system Work will be coordinated separately by Real Property Operations.

Delivery and Installation Locations

The Work will be performed at Government of Canada premises in Ottawa, Ontario, at the following location:
National Defence Headquarters — Carling Campus
60 Moodie Drive
Ottawa, Ontario K1A 0K2
Canada

The Installation Locations may include multiple buildings and floors within Carling Campus.
The anticipated firm Installation Locations at Carling Campus are:

Building 3, first floor, in a high-traffic common area; and
Building 10E, second floor, in a high-traffic common area.

The anticipated optional Installation Locations may include:

Building 5, first and second floors;
Building 6, first floor;
Building 7, first floor; and
Building 9, first floor.

The delivery receiving point at Carling Campus is the Service Centre loading dock. Freight elevators are available. Canada will provide the final internal Installation Locations and the applicable delivery-route information in accordance with the Contract documents.
The buildings, floors, rooms and designated areas within Carling Campus constitute internal Installation Locations and not separate contractual sites.

Eligibility
This solicitation of offers is issued pursuant to the Furniture for Workspaces Supply Arrangement E60PQ-140003/D.
Only suppliers that are qualified under the Supply Arrangement for the applicable category and subcategory and that meet the eligibility requirements stated in the solicitation of offers may submit an offer.

Security Requirements
There are security requirements associated with this requirement.
Before Contract award, the Offeror must hold a valid Designated Organization Screening issued by the Contract Security Program of Public Services and Procurement Canada.
Contractor personnel requiring access to sensitive work sites must hold a valid Reliability Status granted or approved in accordance with the requirements of the Contract Security Program.
Canada will provide escorts when required by the applicable site procedures.
All applicable security requirements are set out in the solicitation of offers, the Security Requirements Check List and the related Contract clauses.
