Full description

The Ministry of Assisted Living and Social Services (ALSS), Employment Services Branch, through Procurement and Resource Management – North Zone is inviting proposals from qualified Contractors to deliver a combination of Career Employment Information Services (CEIS) elements in the Edmonton Metropolitan Area. These Services include, but are not limited to, Resource Centre, Workforce Development Services, and Employer Services.

These Services are intended to support Indigenous Job Seekers (First Nations, Métis, and Inuit) residing in the Edmonton Metropolitan Area who face multiple and complex barriers to employment. The successful proponent will be responsible for delivering comprehensive, client-centred supports that assist individuals in preparing for, securing, and sustaining meaningful employment.

Proponents must demonstrate experience in delivering culturally responsive programming, particularly for Indigenous populations, as well as expertise in supporting individuals with diverse employment challenges. Service delivery should reflect a holistic, wraparound approach that incorporates barrier-reduction strategies, strong employer engagement, and access to Resource Centre supports to enhance employment readiness and promote long-term job retention. Proposals must meet the requirements, terms, and conditions outlined in this RFP. Proponents should review all materials carefully. Proposals that do not meet mandatory requirements may not be considered.

This Request for Proposals (RFP) is a contract selection process to identify an organization whose Services align with the goals of this initiative. It is not a solicitation under the Alberta Government’s Procurement and Sole Sourcing Directive or trade agreement obligations.

One (1) Contract will be awarded as part of this RFP.

All questions and any forms of communication between the Proponents and the Province in relation to this RFP must be submitted in writing via email to prmnorth.rfp-proposals@gov.ab.ca by Wednesday, August 26, 2026, and must include the RFP number from the front page. Questions received after this date will be addressed at the discretion of the Province. Answers to all questions will be documented and posted publicly on the Alberta Purchasing Connection (APC) website: www.purchasingconnection.ca.

Proposals must be submitted electronically in both Microsoft Word and/or searchable PDF formats by the closing date and time. Send submissions to: prmnorth.rfp-proposals@gov.ab.ca
