Tendering Procedure: Selective Tendering
This requirement is open only to those TBIPS Supply Arrangement Holders who qualified under Tier 1 for services in the National Capital Region for the following category:
Resource Category: A.7 – Programmer/Analyst
Level of Expertise: 2
Estimated Number of Resources Required: up to three (3) resources
Number of Resources Evaluated: Only one (1) of resources will be evaluated as part of this bid solicitation as identified in Annex (“A”). Additional resources will only be assessed after the contract award once specific tasks are requested of the contractor. After the contract award, the Task Authorization process will be in accordance with Part 7 - Resulting Contract Clauses, the Article titled “Task Authorization.” When a Task Authorization Form (TA Form) is issued, the contractor will be requested to propose a resource to satisfy the specific requirement based on the TA Form’s Statement of Work. The proposed resource will then be assessed against the criteria identified in the Contract’s Statement of Work (annex a). Additional resources must meet all mandatory criteria and the minimum pass mark in the point-rated criteria specified in this RFP

Description of Work:
Environment Climate Change Canada’s Canadian Wildlife Services need the services of up to three (3) Programmer/Analyst Level 2 on an "as and when" required basis, to conduct development of .net web applications with RESTful web services and REST API.
Bidders must submit a bid for one (1) resource. Additional resources will only be assessed at TA Stage if required.
The work is currently not being performed by a contracted resource
Contract Duration:
It is intended to result in the award of one (1) contract for 1 year, plus three (3) 12-month irrevocable options allowing Canada to extend the term of the contract.
