Transport Canada intends to purchase dust suppressants for their
airports located at Waskaganish, Eastmain and Wemindji which are
covered by the James Bay and Northern Quebec Agreement (JBNQA).
This requirement is subject to the Cree portion of the JBNQA.
The suppliers must prove to Transport Canada that the product
meets the following requirements:
- BNQ 2410-300/2009 certification
- Boeing D6-17487 certification
- The product must be able to withstand changes in temperature
(freezing/thawing) as it will be stored outside.
The product containers must be approximatedly 40'' x 48'' x 46''
and hold a volume of 1047 litres.
The quantity supplied must be sufficient for a complete initial
application plus maintenance for a period of 2 years.
The airport specifications are as follows: The runways at the
Waskaganish, Eastmain and Wemindji airports are composed of
mg20b gravel.
Air traffic includes a Dash 8-100-type aircraft. The annual
movements are , on average:
Waskaganish: 2471; Eastmain 1356 and Wemindji 1356.

Quantity: The supplier is to propose the number of containers
that have to be purchased in accordance to the product proposed
. The number of liters required to cover a square meter is to
be proposed. This requirement has a total number of square
meters which is broken down as follows: 39,975 square meters
for Waskaganish, for 35,732 square meters Eastmain and
35,732 square meters Wemindji.
