Title: Subscription for Access to Bloomberg Professional Service
The Department of Foreign Affairs, Trade and Development (DFATD) has a requirement for the provision of a data subscription service to Bloomberg Professional service. The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these goods and/or services to Bloomberg Finance L.P., 731 Lexington Avenue, New York, NY 10022. Before awarding a contract, however, the government provides other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the fifteen calendar day posting period.
If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.
Background:
The Invest in Canada Bureau (BIS) is mandated with assessing all investments bound for Canada. As a part of this assessment, the Bureau undertakes considerable research and analysis into companies, individuals, goods/products and sources of equity. This analysis requires a comprehensive understanding of interlocking relationships throughout the global marketplace. With limited resources available, the Bureau can drastically improve its efficiency and effectiveness through subscribing to a database which constructs, analyzes and packages intelligence into a single, user-friendly source.
Description of Requirement:
BIS requires a data subscription service to Bloomberg Professional service. Bloomberg is the sole provider of the Bloomberg Professional product subscription services. No other company is authorized to sell or support this product.
The Bloomberg Professional service provides a comprehensive understanding of the interrelationships between companies, individuals and governments. The data and analysis also offers insight into interrelationships through physical assets, industry and company data, corporate filings, news and personal profiles.
There are two key reasons why the Bloomberg Professional product is the only product on the market to meet our needs. First, it tracks global statistics and data for interlocking relationships between companies and individuals. Second, it provides supply chain analysis.
Interlocking Relationships:
BIS requires access to individual company information, financial data, as well as intelligence on individuals who make up their corporate structure. The corporate histories of individuals and their current affiliations is paramount to effective analysis of companies and their interlocking relationships. BIS requires this micro-level analysis in combination with broader industry-wide intelligence to ascertain a complete understanding of the global marketplace, future investment trends and assessments of foreign direct investment.
Bloomberg Professional provides the interactions among companies, their contracts, investors and management. Bloomberg’s portal provides a summary of corporate financial and management data and is a gateway to detailed analysis of interlocking relationships through business supply relationships, management interlocks and equity ownership. The product links this micro-level analysis with industry analysis.
Supply Chain Analysis:
Supply chain analysis permits for a true understanding of a company’s international presence; their suppliers and their consumers. Understanding a company’s supply chain provides a significant advantage in promoting the expansion of their business lines in Canada.
Bloomberg Professional service tracks and monitors supply chains and the movement of goods and commodities at the company level. The product allows for the analysis of suppliers, customers and peers within a company’s supply chain and allows for the customization and exporting of this intelligence.
Deliverables:
Bloomberg Professional subscription includes but not limited to:
- Industry level data including but not exclusive to banking, financial and insurance industries
- Robust merger and acquisition database including advanced global and industry specific screening
- Comprehensive trade-flow data between countries/regions broken down both monthly and yearly
- Fully transparent and highly efficient retrieval of all public filings in standardized and customizable formats with look-through capabilities both on Bloomberg screens and excel add-in to original source document
- On the dot news coverage on all market sectors and topics provided by 2,400 editors in 154 bureaus globally
- Extensive historical data on key rates such as LIBOR, OIS, Repo rates, generic Treasury yields, housing data etc.
- Daily international equity pricing and financial ratios with full charting capabilities
- Extensive search tools for all stock, bonds, CDS and other market instruments through industry breakdowns as well as a detailed list of variables
- Daily bond yields both current and historic in various markets searchable through multiple identifiers and on an industry level
- Current credit ratings on both company and issuance level and screen access to historic ratings
- Debt structure screens detailing both the maturity schedule and capital structure for companies with a parent/subsidiary breakdown chart attached
- Detailed economic statistics gathered from a wide range of sources, including employment, aggregate real estate and inventory data
- Access to detailed historic securitization data and proprietary models
- Comprehensive methodology break-downs and help pages for proprietary indexes, calculations and material needing verification
- Excel add-in tool with all Bloomberg licenses to allow easily downloadable formats for both current and historic data through wizards

Estimated Contract Value - Period of Contract:
The total estimated contract value is $42,000 (US Dollars) for two subscriptions for a contract period of twelve months.

All services fall under the "Bloomberg Professional" title.
Bloomberg Anywhere: Only one user can access the subscription.
That user can access it anywhere from any Internet-ready PC or mobile device
Open Bloomberg: One or more users can access the subscription on a single PC. Each PC requires its own subscription and remote access is not available.

Submission of Statement of Capabilities by Suppliers:
Suppliers, who consider themselves fully qualified and available to provide the services described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
