ADVANCE CONTRACT AWARD NOTICE (ACAN)
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of Requirements
The department of Natural Resources Canada (NRCan) has a requirement for
A complete mineralogical, petrological, and gemmological analysis of till samples, which is necessary to assess the economic potential and emplacement characteristics of samples from different regions in central Nunavut.
Tasks to include:
Identifying and describing gemstones, for clarity, color, size, lithological provenance and overall values in the various fractions of sand from 23 gemstones-bearing till samples from region A.
Identifying and describing gemstones, for clarity, color, size, lithological provenance and overall value in the various fractions of sand and pebbles from 2 gemstones-bearing till samples, using LIBS, XRF, XRD, spectrometry UV-VIS-IR-TIR, optical microscopy and other mineralogical techniques from region B.
Characterizing the occurrence of monazite in 5 samples from region C.
Redaction of separate complete technical reports for all three components of the study.
2.1 Relevant Terms, Acronyms and Glossaries
LIBS: Laser-Induced Breakdown Spectroscopy elemental imaging in the UV-VIS-NIR wavelength range.
Spectrometry UV-VIS-NIR: Non-destructive mineralogical and transition-element analysis using absorption spectroscopy or diffuse reflectance spectroscopy in part UV, visual, near infrared of the spectral regions. Thermal infrared imagery may be use for specific gem identification. Absorption spectroscopy is complementary to X-Ray fluorescence spectroscopy XRF.
UV-VIS-NIR: Ultraviolet, visible and near-infrared electromagnetic spectrum wavelength ranges.
XRD: X-ray diffraction spectroscopy tool for identifying and quantifying the mineralogy of crystalline compounds in rocks, soils and clays.
XRF: X-Ray Fluorescence analysis for accurate, elemental analysis for geological material.
3. Criteria for Assessment of the Statement of Capabilities
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
Demonstrated ability to perform all analytical work and redaction by a mineralogy, petrology and gemmology expert with a PhD in geology. Proof of education required.
Demonstrated experience in the field of mineral deposit studies and geological emplacement studies. Must have worked on 30 relevant projects.
Demonstrated experience in applied mineralogy for mineral exploration. Must have worked on 20 relevant projects.
Demonstrated experience in gemmological appraisal for precious stones and diamonds, with a license or certificate from a recognized institution for precious stones and diamonds. Proof of certification required.
Demonstrated experience in the operation and data interpretation of mineralogical identification technological instruments, including all the following mandatory techniques: LIBS (3), XRD (10), XRF (20), spectrometry UV-VIS-IR-TIR (1). In brackets are years of experience required.4. Comprehensive Land Claims Agreement(s)
This procurement is subject to the Nunavut Land Claims Agreement.
5. Justification for the Pre-Identified Supplier
The supplier mentioned in section 10 below is the only known supplier that meets the mandatory criteria set out in section 3 above.
Should Canada receive a statement of capabilities from a supplier that contains sufficient information to indicate that it meets the requirements set forth in this ACAN, a competitive process will be triggered with a technical and financial evaluation methodology of the bids proposed by the potential bidders
