TITLE
Online access to consumer and commercial credit report databases
DESCRIPTION OF REQUIREMENT
This Request for Proposal cancels and supersedes Request for Proposal number 1000264525 issued on October 24, 2008 and closed on November 13, 2008 at 2:00 PM Eastern Time.
This Request for Proposal is to seek proposals to give the Canada Revenue Agency access to consumer and commercial credit reports through a credit reporting service provider that has both national and international databases.
The databases may be accessed by approximately fifty (50) offices across the Agency, with the possibility of that number increasing or decreasing. Access to these databases will permit CRA officers to continue their effective administration and delivery of various CRA programs, including Collections (Tax and Government Programs).
A minimum of three (3) log-in IDs, with corresponding passwords, must be provided for each CRA office requiring access to the credit reports.
It is anticipated that 280,000 to 320,000 credit report searches will be conducted annually, with an approximate split of 95% consumer and 5% commercial.
The CRA will pay only for those searches which result in a match and produce a credit report.
Bidders may submit a bid for the Consumer Credit Reports or the Commercial Credit Reports or both. Each requirement will be evaluated separately.
PERIOD OF ARRANGEMENT
The anticipated period of the contract will be from October 1, 2016 to September 30, 2018, with two (2) one-year option periods.
EVALUATION PROCEDURES
The evaluation of proposals will be performed in the stages as follows:
Stage 1 – Mandatory Requirements
Stage 2 – Point-rated Requirements
Stage 3 – Financial Proposals
Stage 4 – Determination of the Bidder’s Overall Score
Stage 5 – Other Pre-Award Conditions
MANDATORY CRITERIA
The Bidder must meet all mandatory criteria applicable to this solicitation. Bids not meeting all mandatory criteria will be given no further consideration. Mandatory criteria are found at Appendix 1 of the RFP.
POINT-RATED CRITERIA
Only the bids meeting the mandatory criteria will be evaluated and scored in accordance with the point-rated evaluation criteria. Bidders must meet a minimum pass mark of 70% overall to be given further consideration.
CONTRACTOR SELECTION METHODOLOGY
The compliant bid with the highest combined rating of technical merit (60%) and price score (40%) will be recommended for award of a contract subject to pre-award conditions being met.
