DESCRIPTION OF REQUIREMENT
Public Work and Government Services Canada in the National
Capital Region (NCR) requires services of one (1) Contractor to
deliver one-on-one adapted full-time langauge training services
in French and in English on an if and when requested basis to
its enmployees with learning disabilities in the National
Capital Region. The work is to be performed at the Contractor's
premises located in downtown of Gatineau or in downtown Ottawa.
This requirement aims to establish one (1) Regional Individual
Standing Offers (RISO) for downtown Gatineau and/or downtown
Ottawa.
The estimated number of hours per week are between 30 to 35
hours from Monday to Friday during working hours from 8h to
16h30.

details.
CONTEXT
Public Works and Government Services Canada is committed to
providing services in English and French in accordance with the
Official Languages Act. Adapted language training courses are
offered to PWGSC employees to enable them to meet the language
requirements of their position or to develop or maintain their
second-language skills.
PERIOD OF STANDING OFFER
The period of the Standing Offer will be for one (1) year from
the date of contract award, with an irrevocable option granted
by the Contractor to Canada to extend the term of the contract
by up to two (2) additonal periods of one (1) year each under
the same conditions.
EVALUATION PROCEDURES
a) Bids will be assessed in accordance with the entire
requirement of the bid solicitation, including the technical and
financial evaluation criteria.
b) An evaluation team composed of representatives of Canada will
evaluate the bids.
MANDATORY TECHNICAL CRITERIA
Mandatory Technical Criteria (MT)
Number Description of Mandatory Technical Criteria
MT 1 Offeror experience The Offeror must have acquired, from
January 2008 to the end of this Request for a Standing Offer, at
least 2,400 hours of experience in providing full-time language
training services in English and French as a second language to
adults in at least two (2) different client organizations. The
Offeror must provide, as a minimum, the following information
for which the experience acquired meets the requirements of MT1:
The name of at least two (2) client organizations for each of
Canada's official languages (English and French). If the Offeror
identifies, in its offer, a client organization as having
received one-on-one language training in English and in French
as a second language, this client organization will be
considered as two (2) client organizations: one (1) in English
and one (1) in French. In addition, for each of the client
organizations, the Offeror must provide the name, current
telephone number and/or fax number and/or e mail address of a
contact person within the organization who can confirm the
information provided by the Offeror. For each of the
organizations mentioned in a., provide a description of the
second-language training services provided by clearly
indicating:: the period during which the experience of
teaching English and French as a second language to adults was
acquired, presented in the following way: from (month/year) to
(month/year); the number of hours of training provided during
the period stated in i; the target language; and the terms and
conditions of the training (full-time or part-time, one on one
or group training).
MT 2 Offeror's pedagogical advisors The Offeror must propose
one (1) primary pedagogical advisor and one (1) backup
pedagogical advisor. Each of the proposed pedagogical advisors
(primary and backup) must have, as a minimum, the following
competencies: A bachelor's degree from a recognized Canadian
university in one of the following fields of study: education,
andragogy, remedial instruction, psychopedagogy or
psychoeducation. In cases where studies were completed in an
institution outside Canada, only an equivalency certificate from
an accredited institution recognizing the credentials as
Canadian equivalences will be accepted (http://www.cicic.ca).
Has acquired a minimum of 1,200 hours, since January 2008, of
experience in simultaneously supervising a team of at least two
(2) teaching resources providing full-time one-on-one or group
courses in English or French as a second language to adults with
learning disabilities. The Offeror must provide, as a minimum,
the following information for which the competencies acquired by
each of the pedagogical advisors proposed meet the requirements
of MT2. A copy of the diploma; The period during which the
experience of supervising at least two (2) teachers was
acquired, to be recorded in the following way: from (month/year)
to (month/year); For the period indicated in b. : the number
of hours of supervision provided; the number of teaching
resources being supervised; the target language of the
training; and the name of the client organization as well as the
name, current telephone number and/or fax number and/or e mail
address of a contact person within the organization who can
confirm the information provided by the Offeror.
POINT RATED TECHNICAL CRITERIA (RT)

FINANCIAL BID
Bidders must submit an all-inclusive fixed hourly rate (in CAN$)
for one-on-one adapted full-time language training services.
BASIS OF SELECTION - LOWEST EVALUATED PRICE PER POINT
To be declared responsive, an offer must:
a.comply with all the requirements of the Request for Standing
Offers;
meet all mandatory technical evaluation criteria; and
obtain the required minimum points for the point rated technical
criteria, which are subject to point rating.
Offers not meeting (a) or (b) or (c) will be declared
non-responsive. Neither the responsive offer that receives the
highest number of points nor the one that proposed the lowest
price will necessarily be accepted. The responsive offer with
the lowest evaluated price per point will be recommended for
issuance of a standing offer.
If the offer is submitted by a joint venture, the overall
experience of the members of this joint venture will be
considered in the evaluation of the Offeror's experience.
BASIS FOR CANADA'S OWNERSHIP OF INTERLLECTUAL PROPERTY
Public Works and Government Services Canada has determined that
any intellectual property arising from the performance of the
Work under the resulting Contract will vest in Canada, on the
following grounds:
the Crown has opted to own the Intellectual Property Rights in
Foreground Information which consists of material subject to
copyright except computer software or any documentation
pertaining to such software.

The Crown retains the right to negotiate with suppliers on any
procurement.
Documents may be submitted in either official language of Canada.
