The PWGSC Vancouver office provides procurement services to the
public in English.

Public Works and Government Services Canada (PWGSC) on behalf of
Agriculture and Agri-Food Canada (AAFC) will negotiate with
Agilent Canada ( through the distributor K'(Prime) Technologies
Inc.) for the supply, delivery and commissioning of ONE(1) only
Agilent 7000 Triple Quadrapole Gas Chromatograph / Mass
Spectrometer (GC/MS) EI/CI System (GCMS-QQQ).

The GCMS-QQQ system includes a CTC PAL-autosampler, multimode
inlet with CO2 cooling, MS Libraries (Wiley-NIST), instrument
software and a 5 year service and preventative maintenance
agreement.

The GCMS-QQQ will bring a new capability to the Research Program
at the Pacific Agri-Food Research Centre (PARC) in Summerland,
BC. The grape and wine research group, entomologist and food
scientists will benefit from this technology as it will open new
areas of research in new trace chemical analysis such as the
capability of measuring and identifying flavours, aromas,
semiochemicals and other compounds present in trace levels. The
GCMS-QQQ will provide significant advancement to existing
research projects funded by the BC Wine Grape Council, other
industry partners and AAFC.

Minimum required specifications:
The mass spectrometer portion must be able to:

1.) Run in electron ionization mode, positive chemical
ionization mode, or negative chemical ionization mode and all
these sources must be included with the instrument.
2.) Be easily switched between these ionization modes.
3.) Be capable to run in full scan, selected ion monitoring,
multiple reaction monitoring (MRM), and timed MRM modes.
4.) Have a mass stability of at least 0.10amu over 24 hours.
5.) Detect ions in the range 10-1050 m/z or wider.
6.) Provide at least 500 transitions /sec when performing
multiple reaction monitoring .
7.) Scan >6000 amu/sec.
8.) Have an ion source capable of reaching temperatures of at
least 350°C.
9.) Accurately measure a minimum of 4 femtograms of
octafluoronaphtalene (OFN) in EI MRM mode at 99% confidence
level measured from the peak area of 8 sequential injections of
1 microlitre of 10 fg/ul OFN.
10.) Supporting documentation must be provided and a
demonstration may be requested.

The GC portion must be able to:

1.) Allow automated liquid, headspace, and solid phase
microextraction injections, and capable of carrying out
reactions at variable temperature and mixing speed.
2.) Heat the oven up to 450°C.
3.) Be controlled by the system software.
4.) Have detector splitting functionality to allow for an
olfactory detector at a later date.
5.) Have electronic pressure control of gas flow and all gas
flows must be able to be controlled by the software.
6.) Supporting documentation must be provided and a
demonstration may be requested.

The supplier must respond within 24 hours to telephone inquiries
and provide onsite repairs within 72 hours.

The supplier must guarantee that the instrument will provide a
minimum lifetime of 10 years and that replacement parts will be
available for at least 10 years.

Reason for no substitution and sole source:
Compatibility with the existing networked Agilent Platform:
The Chemisty Facilities at PARC - Summerland currently have 6
Agilent gas chromatography systems with variable functionalities
that are integrated with the existing networked Agilent software
platform.The proposed GCMS-QQQ must be integrated into the
existing network to enable integrated analysis between existing
and new instruments.

Compatibility and interchangeability of GC components:
The proposed GCMS-QQQ will fully integrate and is compatible
with existing and new Agilent GC components and peripherals
without modifications to the instrument. The components and
peripherals are also recognized by the software when
re-installed on another Agilent instrument.

The modular nature of the Agilent systems provides compatibility
of interchangeable parts and components such as multimode
inlets, detectors, autosamplers and other serviceable parts
common between instruments. The technical staff has the
experience to swap components and parts between systems and in
some cases this requires dismantling and reassembling the GC.
This allows for cost effective maintenance and minimal downtime
of the instrument.

Agilent Canada (K'(Prime) Technologies Inc.), is the
manufatcurer and sole supplier.

Limited Tendering Reasons
In accordance with the Government Contracts Regulations (GCRs)
Section 6, 6(d) only one person or firm is capable of performing
the contract.

The following limited tendering reasons are invoked under the:
Agreement on Internal Trade (AIT) Article 506-12 (b); Where
there is an absence of competition for technical reasons and the
goods or services can be supplied only by a particular supplier
and no alternative or substitute exists.

North American Free Trade Agreement (NAFTA) Article 1016:
Limited Tendering Procedures; (b) where, for works of art, or
for reasons connected with the protection of patents, copyrights
or other exclusive rights, or proprietary information or where
there is an absence of competition for technical reasons, the
goods or services can be supplied only by a particular supplier
and no reasonable alternative or substitute exists;

World Trade Organization (WTO) ARTICLE XV: The provisions of
Articles VII through XIV governing open and selective tendering
procedures need not apply in the following conditions, provided
that limited tendering is not used with a view to avoiding
maximum possible competition or in a manner which would
constitute a means of discrimination among suppliers of other
Parties or protection to domestic producers or suppliers:
b) when, for works of art or for reasons connected with
protection of exclusive rights, such as patents or copyrights,
or in the absence of competition for technical reasons, the
products or services can be supplied only by a particular
supplier and no reasonable alternative or substitute exists.

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.

Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any
procurement.
