The Contractor will provide supplier identification services related to Alberta’s Designated Material Recycling and Management Regulation and Extended Producer Responsibility Regulation.

In accordance with Alberta’s Designated Material Recycling and Management Regulation and the Extended Producer Responsibility (EPR) Regulation, “suppliers” and “producers” selling or supplying designated material either ‘in or into’ the Province of Alberta are required to register with the Alberta Recycling Management Authority (ARMA), specifically for electronics, paint, tires, and oil products under Stewardship regulations, and for single use products, packaging, and paper (PPP) and hazardous special products (HSP) under Extended Producer Responsibility (EPR).

A “supplier” means a manufacturer, distributor, retailer or any other supplier of the following products in or into Alberta.

“electronics” mainly those categories added due to Program expansion that include:
a. Home Small Appliances,
b. AV/Telecom/Toys/Music, and
c. Tools, Lawn and Garden.

“paint” means all eligible paint and paint containers, and includes:
a. Sizes 100ml – 23L, and
b. Aerosol paint - all sizes.

“tires” means all eligible new tires, and includes:
a. passenger and light truck tires,
b. medium truck tires,
c. off-the-road tires, and
d. specialty, industrial and other tires.

“oil products” means:
a. new lubricating oil,
b. oil filters, and
c. oil containers.

A “producer” means a brand holder if the brand holder is resident in Canada or;
1) if there is no business entity described as a brand holder that resides in Canada, the importer of the designated material, if the importer is resident in Alberta or;
2) if there is no business entity described as per the above, the retailer who supplied the designated material to the consumer.

“Single Use Products, Packaging, and Paper (PPP)” means:
a. Paper products such as newspapers, packaging, cardboard, printed paper, and magazines,
b. Plastics (both rigid and flexible), and
c. Metal and glass.

“Hazardous and Special Products (HSP)” means:
a. Consumer-sized solid, liquid, and gaseous products that are flammable, corrosive, and toxic,
b. Batteries, and
c. Pesticides.

Services include:

  • Conducting research to identify businesses selling or supplying designated materials in or into Alberta, including electronics, paint, tires, oil products, packaging and paper products, and hazardous and special products;
  • Determining whether identified businesses may be obligated to register with ARMA under applicable Stewardship and EPR requirements;
  • Assessing whether identified businesses are currently registered with ARMA;
  • Prioritizing identification of manufacturers, distributors, wholesalers, and other suppliers located outside Alberta that may have obligations under Alberta’s regulatory framework;
  • Providing reports identifying businesses supplying designated materials into Alberta that do not appear in ARMA’s registration database; and
  • Reviewing findings and recommendations with ARMA.
