To supply all materials, equipment, labour and supervision
necessary to develop and implement a replacement signalling
scheme that is integrated with the existing Pantel "Intertalk"
console systems for Royal Canadian Mounted Police (RCMP)
Edmonton and Red Deer, Alberta, during the period of the
contract from date of contract award to March 31, 2014. All work
must be completed by March 31, 2014. The signalling system
currently in place is Motorola INTRAC. Parts and other
assemblies have become impossible to source making the existing
system unmaintainable. This project involves working with the
existing core systems, Province of Alberta Communications System
(PACS) and Pantel "Inter Talk", upgrading the current analog
configuration of the dispatch console workstations to an IP
configuration.
Background:
The RCMP in Alberta is planning to migrate to a new P25 radio
system within a 5 year period. Until that time, the existing
radio system will be relied on for mission critical police radio
communications. The current PACS radio system infrastructure
needs to be maintained until the new radio system is in place.
The RCMP need to have replacement controller boards available to
replace failing trunk and wire line circuits which allow the
core system to select remote radio sites as required by the
dispatch communications.
The Operational Communications Centers (OCC) in Edmonton and Red
Deer Alberta currently control the PACS system as two separate
system segments. Current redundancy requirements dictate that
the dispatch consoles at each OCC have to be capable of
controlling the radio sites from either segment. This will be
achieved by upgrading the current analog configuration of the
dispatch console workstations to an IP configuration.
Sole Source Justification:
Pantel International is the only company that can configure the
Intertalk station controller modules to sustain the existing
Pantel integrated system. This spare circuit solution will
integrate with the existing system with no change of core
architecture or functionality. The system will be updated to the
latest Intertalk software version. Only Pantel International can
upgrade the existing Pantel system.

GCR Exemption:
d) only one supplier (person or firm) is capable of performing
the contract.
AIT Article 506 12(a) or (b) applies for limited tendering:
a) "to ensure compatibility with existing products, to recognize
exclusive rights, such as exclusive licences, copyright and
patent rights, or to maintain specialized products that must be
maintained by the manufacturer or its representative"
b) Where there is an absence of competition for technical
reasons and the goods or services can be supplied only by a
particular supplier and no alternative or substitute exists"

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
