DESCRIPTION OF REQUIREMENT:
1.1 Title
Analysis of Canadian Coast Guard Costing Capabilities and Full Costing of Canadian Coast Guard Services
1.2 Introduction
The Canadian Coast Guard (CCG), a Special Operating Agency of Fisheries and Oceans Canada (DFO), requires an analysis of the capability of its financial and operational systems to produce accurate, detailed and attributable costs in support of its Marine Services Fees; the development of a full costing methodology by activity code and region; and a full costing of its services.
The CCG is embarking on a multi-year initiative that will establish a User Fees Working Group to review and rebuild the Marine Services Fees costing methodology, in accordance with the User Fees Act. To help support the User Fee Project, the CCG is adopting a more structured approach to budgeting and full cost allocation through a Standard Activity-Based Budgeting exercise. This exercise will allow the agency to properly defend the Fees that are charge to stakeholders by better understanding its costs. Therefore, the capacity of the current operational and financial systems and procedures to deliver the information necessary to fully cost the programs and services delivered needs to be assessed, and comprehensive full costing and allocation methodologies may need to be developed based on this assessment.
1.3 Estimated Value
Bidders must include in their proposals an estimate of the total cost to complete the work with a breakdown that shall include:
Per diem costs for each resource to be assigned to the project
Total estimate of professional services by phase
Any travel and living expenses anticipated by phase
Any and all other miscellaneous costs associated with the requirement by phase
All applicable taxes associated by phase
The acceptance of bids resulting from this Request for Proposal process is not an agreement to the payment of any cost estimates proposed.
1.4 Objectives of the Requirement
The objective is to award a three phase contract to a single vendor to:
Analyze the existing systems, procedures and data; conduct a gap analysis and provide recommendations for improvements;
Develop full costing methodologies and full cost allocation methodologies; and
Deliver a full cost report for CCG services and a procedure manual for the full costing of CCG services.
The work performed under this contract will serve as the foundation for the Marine Services Fees review exercise. The first step of the review must fully assess and allocate the costs of providing services to clients and identify the capacity of the current systems and procedures to support this effort.
DURATION OF CONTRACT
The services of the Contractor will be required for a period of approximately 3 months commencing upon contract award. The expected completion date of this project is March 15 2014.
EVALUATION PROCESS AND SELECTION METHODOLOGY
Basis of Selection - Lowest Evaluated Price Per Point
1. To be declared responsive, a bid must:
(a) comply with all the requirements of the bid solicitation;
(b) meet all the mandatory evaluation criteria; and
(c) obtain the required minimum number of points specified in Attachment 1 to Part 4 for the point rated technical criteria.
SECURITY REQUIREMENTS
The Company working under this contract must hold a valid Facility Security Clearance (FSC) level with a Document Safeguarding Capability (DSC) at the Confidential level issued by the Canadian and International Industrial Security Directorate (CISD) of Public Work and Government Services Canada (PWGSC).
The Contractor’s assigned resources working on this contract must EACH hold a valid clearance at the Confidential level granted by the Canadian and International Industrial Security Directorate (CISD) of Public Work and Government Services Canada
