ADVANCE CONTRACT AWARD NOTICE (ACAN) 140936
Title: Analysis of area-based model portability and alternative data sources and applications for enhanced forest inventories.
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of Requirements
The department of Natural Resources Canada (NRCan) requires specific scientific expertise to investigate (i) the portability of forest inventory models generated using three-dimensional data from airborne laser scanning (ALS) data and field plots in a highly productive, coastal temperate rainforest environment in British Columbia; (ii) potential methods for improving forest inventory estimates from digital aerial photogrammetry (DAP) data using an area-based approach in a coastal temperate rainforest environment in British Columbia; (iii) the capacity of ALS to inform on drivers of forest regeneration post-disturbance.The requirement is data processing, scientific analysis, and preparation of scientific manuscripts suitable for publication in peer-reviewed journals.
3. Criteria for Assessment of the Statement of Capabilities

Having demonstrated experience in the following:
- Publishing findings of scientific research in peer-reviewed scientific journals.
- Using both digital aerial photogrammetry (DAP) and airborne laser scanning (ALS) data for forest inventory in a coastal temperate rainforest environments in British Columbia with LAStools, FUSION, and ArcGIS software for spatial processing and analysis.
- Assessing forest regeneration with remotely sensed data.
