Background
EC is an information-intensive organization and information is critical to the achievement of its mandated objectives. Reliable and accurate information will be essential to the success of the projects undertaken as we prepare for the 43rd GE and to ensure that the organization has easy access to the reliable information we need to manage said information through its lifecycle. As a result, an information program has been conceived where incremental improvements will be delivered over the next few years.
The first of these improvements will be the implementation of GCDOCS in order to develop and enhance the organization’s data accuracy, procedures and flow of information.
Requirement
EC requires the provision of Informatics Professional Services to assist in developing the processes, systems and information architecture associated with the roll-out and implementation of Election Canada’s GCDOCS system, which is the official Electronic Document and Records Management System (EDRMS) for the Government of Canada.
A technical team consisting of two resources (one Senior Business Analyst and one Senior Information Management (IM) Architect) is required to carry out this project. The work required will also support the integration of Election Canada’s technology with its Information Management (IM) strategy and program.
The IM Team will work with the Technical Authority for GCDOCS to establish an information architecture consisting of a folder structure, permissions model, and metadata required to reliably store and use EC information assets. The team will also improve: governance, accountabilities, methodologies, directives, strategic framework, tools, processes, business rules, and procedures relating to GCDOCS and the overall IM program.
Period of the Contract
The Contract period will be from the Effective Date of the Contract until March 31, 2019 (the “Initial Term”). The Contractor will grant to Elections Canada irrevocable options to extend the period of the Contract by three additional periods of 1-year each under the same terms and conditions.
