NOTICE OF PLANNED PROCUREMENT (NPP)
FOR THE REVIEW OF EMPLOYEE COMPENSATION PACKAGES
FOR LOCALLY ENGAGED STAFF (LES) IN MISSIONS
The intention of this NPP is to notify the suppliers that Public
Works Government Services Canada (PWGSC), on behalf of the
Department of Foreign Affairs and International Trade Canada
(DFAIT), will proceed with a competitive procurement process by
posting a Request For Proposal (RFP) for the provision of the
Review of employee compensation packages for Locally engaged
Staff (LES) in missions. The RFP will be posted in the near
future.
1. BACKGROUND:
Locally engaged employees located at our missions around the
world are hired in accordance with the Locally Engaged
Employment Regulations. The LES Terms and Conditions Regulations
are the authority governing the terms and conditions of
employment. There are various types of employment such as
indeterminate, term and emergency all of which could be either
part-time or full time. In recognition of the wide variations
in local law and conditions of employment outside Canada, these
regulations take into account local law, market practice and
where applicable operational requirements at Canadian missions
world-wide. There are certain provisions/conditions that are
retained by the Government of Canada and which would not comply
with labour laws of certain countries. These are limited in
nature in that local laws will always be a minimum standard,
however there are circumstances where the Government of Canada
may offer more.
The Government of Canada currently employs over 5,000 locally
engaged employees (office and non-office) worldwide located in
over 100 countries. The employee population consists of a
variety of nationalities: nationals of the applicable country,
Canadians, dual nationals and third country nationals. There are
a variety of employer-sponsored insurance and pension plans as
well as social security affiliation in the various countries'
local schemes.
The Total Compensation Review (TCR) Project began in 2009 with
the goal to establish a framework for updating the salaries and
terms and conditions for all locally engaged staff on a
consistent and regular basis. We are entering into the permanent
cycle will begin in 2014 and will ensure each country (in which
we have LES) will be reviewed every 4 years. A TCR consists of
reviewing the entire labour law, salary scale as well as all
benefits provided in the Terms and Conditions of Employment. In
order to complete the reviews, the LES Bureau (ALD) must
purchase private sector data in regards to salaries and benefits
per country.
2. OBJECTIVE:
To purchase salary and benefit data in order to review and
update the salary scales and terms and conditions of employment
for LES world-wide.
3. TASKS AND DELIVERABLES:
3.1 Conduct a benchmarking exercise to ensure DFAIT's positions
can be compared to the salary and benefits reports of the
contractor.
3.2.1 Upon request by the ALD, the Contractor must provide the
salary and benefits reports for the following countries:

It is anticipated that the award of the contract will be at the
end of fall 2013. The anticipated duration of the Contract will
be from Contract date to March 31, 2018 with 4 additional option
periods of 1 year each.
