1. Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated inthe ACAN, thecontracting officer may then proceed with the award to the pre-identified supplier.

2. Definition of the requirement

DEFENCE RESEARCH AND DEVELOPMENT CANADA (DRDC), TORONTO
Requires the provision of (1) ABL90 Flex Series Blood Gas Analyzer for delivery at DRDC - Toronto, ON. On-site training must be provided by the contractor.

BACKGROUND
Part of DRDC’s work for the Canadian Armed Forces (CAF) involves testing the preservation capability of stored blood under various environmental conditions in order to determine whether or not it can be used for emergency blood transfusions. Preservation capability is determined via measuring various haematological and biochemical parameters (haematocrit, potassium, lactate, pH, haemoglobin etc.), in which a blood gas machine is used for the latter. In addition to testing preservation capability of stored blood, DRDC will also be measuring the biochemical component of blood in-vivo from human participants exposed during various stressful trials and/or conditions. At the moment, DRDC does not have the capability to measure biochemical parameters in-house or on a field trial.
In order to meet this capability, DRDC is intends to procure the ABL90 Flex Series Blood Gas Analyzer, for use in-house or on field trials. Not only is this device portable and all-inclusive, it is also capable of running, at minimum, 50 samples within the hour (or less) with limited user interaction (i.e. recalibration). It will also allow the capability of running more than oneparticipant at a time while running multiple tests on the same cartridge.
