DESCRIPTION OF THE REQUIREMENT:
Natural Resources Canada located at Sainte-Foy, Quebec has a
requirement for the supply, delivery, and on-site installation
of one (1) carbon, nitrogen and sulfur combustion analyzer in
order to perform soil, water and plant tissue chemical analyses
to meet the requirements of research projects. The requirement
also includes two days on-site training at The Laurentian
Forestry Centre chemical, Sainte-Foy, Quebec, in accordance with
Annex A enclosed in the tender document.
The analyzer must meet the following mandatory criteria, as well
as all the technical requirements mentioned to the Annex A,
Statement of Requirement.
1. The combustion oven must be able to reach a temperature
equal to or greater than 1,450°C.
2. The apparatus must be able to perform analyses on items of
interest simultaneously for periods equal to or less than 6
minutes.
3. The apparatus must be able to take samples between 0.3 g and
3 g.
4. The concentration scale of the apparatus must measure out
concentrations ranging from 0.02 mg to 300 mg for nitrogen, 0.02
mg to 200 mg for carbon, and 0.02 mg to 50 mg for sulphur.
5. The precision scale of the apparatus must be from 0.01 mg,
where there is 0.3% RSD, for carbon and from 0.01 mg, where
there is 0.4% RSD, for nitrogen and sulphur (RSD = relative
standard deviation).
6. It must be possible to place the apparatus in the intended
space measuring 70'' long by 32'' deep. This space does not
include gas cylinders, the computer and screen and the space
required for air circulation.
DELIVERY:
Delivery, installation and training must be completed on or
before March 23, 2015.
TRADE AGREEMENTS:
The requirement is subject to the provisions of the North
American Free Trade Agreement (NAFTA), and the Agreement on
Internal Trade (AIT).
The Crown retains the right to negotiate with suppliers on any
procurement.
