1.Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
Environment and Climate Change Canada (ECCC) has a requirement for the supply and delivery of three (3) Sulfur Dioxide (SO2) analyzers and three (3) NOx analyzers.
ECCC, Air Quality Research Division, Toronto, Ontario requires analyzers that include one capable of measuring Nitric Oxide (NO), Nitrogen Dioxide (NO2) and Nitrogen-Oxygen Trace Gases (NOy) sequentially and another different analyzer that is capable of measuring Sulfur Dioxide (SO2). These instruments will be used to make measurements in the oil sands particularly from aircraft.
3.Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its equipment meets the following requirements:

The SO2 analyzers must meet the minimum specifications:
i.Precision 1% of reading or 1 ppb (whichever is greater)
ii.Measurement Range 0-10ppb to 0-1000ppb
iii.Measurement Time Resolution 1.0 second
iv.Lower Detectable Limit: 0.208 ppb (10 second averaging time)
0.12 ppb (60 second averaging time)
0.05 ppb (300 second averaging time)
