Nature of Requirements:
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.
2. Definition of the requirement
Health Canada's Air Health Effects Assessment Division has a
requirement for the supply of ten (10) E-series Ambient Dust
Monitor for delivery to Ottawa, Ontario.
3. Criteria for assessment of the Statement of Capabilities
Any interested supplier must demonstrate by way of a statement
of capabilities that its instrument meets the following
requirements:
The particulate monitors will be used to measure spatial
variations in particular matter in northern Canada. The required
equipment is the only currently commercially available
instrument meeting all of the below requirements. The instrument
must use a forward-light-scattering nephelometer to measure PM
concentration in ambient air. The new instrument must include a
humidity controlled inlet heater that will maintain a constant
level of moisture in the sample flow. The new instrument must
contain an internal automatic zero function whereby the flow of
sample air can be switched at a specified interval to filtered
air to allow the user to track any drift over time and correct
the data. The new instrument must use a sheath of filtered air
around the sample air to isolate the optics of the monitor from
the air being sampled to allow for longer periods of operation
between cleaning up to 24 months between factory services. As
the new instrument will be deployed in harsh conditions, where
access to local technician is not guaranteed, the new instrument
must have the ability to access the data and instrument metrics.
The new instrument must have coupled a data logger with a
cell-enabled remote access system to the nephelometer to allow
Health Canada technicians to monitor the status of the
instrument for faults and download the data without making field
trips to inspect the instrument. The new instrument must be able
to operate in ambient temperatures down to -30°C, with the
option of adding a heater to protect it down to even lower
temperatures. The new instrument must include a measurement of
meteorological conditions. The new instrument must be able to
run on AC power or DC power for off-grid applications, have
compatibility to allow for use with a Sharp-Cut cyclone for
PM2.5 sampling, and have an onboard data logger. It must be of a
size and weight to make tripod mounting practical, i.e.
dimensions not to exceed 22" x 18" x 8" and weight not to exceed
25lbs.
