Environment Canada (EC), Ontario Region requires the supply and
delivery of one (1) Liquid Calibration Unit (LCU) for the
delivery of gaseous compounds from liquid standard solutions.
Environment Canada requires the unit and all the related
materials listed in the Request for Proposal (RFP) Annex A
Statement of Requirement to be delivered to Environment Canada
in Downsview, Ontario within thirty (30) days from the date of
award of the contract.

Mandatory evaluation criteria are listed below. Refer to the
RFP for the complete list of mandatory and point rated
evaluation criteria.

The bidder must provide documentation demostrating that their
proposed Liquid Calibration Unit meets the following minimum
specifications.

Must have a nebulizer used for quantitative evaporation of
liquids

Must be equipped with a heated evaporation chamber (with a
maximum achievable temperature of at least 40C)

Must have a digital Mass Flow Controller for variable dilution
gas flow (with a maximum gas flow of at least 0.2 Litre
gas/min)

Must have liquid micro-flow controller to deliver variable
liquid flow (With a minimum liquid flow as low as 200 micro
Litres/min (L/min))

Must Include Windows based operating software.

Must have demonstrated ability to produce a stable gaseous
concentration of acetic acid within a maximum of 4 hours
(presented graphically as acetic acid signal or concentration
plotted vs. time)

Must have 2 liquid ports and 2 gas ports for multiple
calibrations.

The maximum funding available for the Contract resulting from
the bid solicitation is $ 50,000.00 (Applicable Taxes extra).
Bids valued in excess of this amount will be considered
non-responsive. This disclosure does not commit Canada to pay
the maximum funding available.
