REQUEST FOR INFORMATION CONCERNING A FIELD EVIDENCE EXTRACTION APPLICATION THAT CAN BE DEPLOYED ON A MOBILE DEVICE
Public Services and Procurement Canada (PSPC) is requesting industry feedback regarding a Field Evidence Extraction application that can be deployed on a mobile device for the Royal Canadian Mounted Police (RCMP). The RCMP currently captures digital evidence in the field using a number of different devices such as cameras, recorders, and computers and is seeking to leverage a standardized mobile application that can easily capture multiple digital evidence formats in a secure and efficient manner capitalizing on mobile technology currently available.
The RCMP envisions an application that can be used in the field by officers to extract files (images, videos, text files etc.) in any format. As such the application needs to be easy to use on multiple types of mobile platforms and devices (Android, IOS, Windows mobile, etc.). The application should create the metadata for the extracted file by capturing GPS coordinates, time, date, witness data and officer information.
It is Canada’s intention to continue to use the selected application for as long as it makes business sense to do so, and the duration of any given contractual arrangement is not intended to reflect the duration of the use of the solution. Canada also intends to benefit from any technological advances and enhancements in scope that may occur during the useful life of the application.
Canada reserves the right to identify the winning product as an enterprise standard and to make the Field Evidence Extraction application available to any department or Crown corporation (as those terms are defined in the Financial Administration Act) or any other party for which the Department of Public Works and Government Services is authorized to act from time to time under section 16 of the Department of Public Works and Government Services Act (each a "Client").
This Request for Information (RFI) is the initial phase of a procurement process by Public Services and Procurement Canada (PSPC) on behalf of RCMP for the application.
The objective of this RFI is to solicit feedback from the industry on the current requirements, obtain insight into the solutions currently available and obtain information necessary to inform subsequent phases of the solicitation process. The information provided is expected to assist in determining the most appropriate procurement strategy and evaluation methodology) and helping to refine solution requirements and target functionality.
This is not a bid solicitation. No contract will result from this RFI. This RFI may be partially or completely cancelled by Canada at any time, and therefore there is no guarantee of a subsequent procurement process. Because the RFI is not a tender, Respondents may withdraw from the procurement process at any time.
Respondents should mark any portions of their response that they consider proprietary or confidential.
Delivery Date: Above-mentioned
The Crown retains the right to negotiate with suppliers on any procurement.
