This Bid Solicitation is issued against the Learning Services
Supply Arrangement (SA), PWGSC File No. E60ZH-070003. All terms
and conditions of the Learning Services SA apply and are
incorporated into any resulting contract.
The requirement described herein is open only to PWGSC Learning
Services SA Suppliers.

NOTICE OF PROPOSED PROCUREMENT
The Department of National Defence (DND) has a requirement for
the development of additional content to the existing CH146
Avionics Asynchronous Courseware package, an interactive
web-based courseware program that was previously developed for
the AVS course. Content should allow students to asynchronously
develop knowledge and skills on all aspects of the Instruments
portions of the CH146 QL5 Avionics Course.
The content is used by two user groups: AVS technicians and
Flight Engineers. The courseware must employ the latest training
technologies, have moderate to high interaction, and be capable
of replacing instructor led lectures, as well as provide
practical procedure practice. The program must be capable of
delivery either as a standalone product or an AFIILE offering.
438 Sqn has developed and implemented PO 405 in their training
curriculum and requested PO 413 be developed and implemented as
a continuation to the CH 146 Web-based QL5 Avionics Course.
Final acceptance of this product must be completed by February
1, 2013.
The selection will be based on the highest responsive combined
rating of technical merit and price. The ratio will be 60 % for
the technical merit and 40% for the price.

The Crown retains the right to negotiate with suppliers on any
procurement.
