Description of Work:
Department of foreign Affairs, Trade and Development IMIT Legacy/NEICS/NEXCOL project requires one (1) Senior Business Architect is required to provide advice and guidance to ensure success on the Legacy/NEICS/NEXCOL project. This resource will simultaneously provide business support by helping to establish strategic direction and guidance on improving business processes. Examples of duties include, but are not limited the guidance of projects for software or application development, business process reengineering and related change management processes.
The Export and Import Permits Act (EIPA) delegates to the Minister of Foreign Affairs wide discretionary powers to control the flow of goods that fall under the Act. The effective and efficient administration of trade controls, in support of domestic economic imperatives and international obligations, continues to be a priority for the Government of Canada. At a systems level, EIPA is enabled by two custom built mission critical software systems, the Export and Import Control System (EICS, mainly for non-strategic goods) and Export Controls On-Line (EXCOL, mainly for military strategic goods). Together, these systems enable the processing of approximately 300,000 permit and certificate applications, representing approximately $50 billion in commerce annually. The EICS and EXCOL systems along with the business processes that they support are aging and in need of modernization. The primary objective is to stabilize the EICS and EXCOL systems by migrating them to supported and secure technologies and standards and to deploy modern business processes to the execution of the program. The improved systems and business processes are called New EICS (NEICS) and New EXCOL (NEXCOL) respectively.
