Background
The Chief Electoral Officer of Canada (“CEOC”), an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The CEOC heads the Office of the Chief Electoral Officer, commonly known as Elections Canada.
EC requires Technology Architect resources to work as part of the CIO Branch team on the Application Rationalization and Consolidation (ARC) project. EC requires at least 2 Technology Architects – Level 3 and at least 2 Technology Architects – Level 2. The resources would work directly with the Application Architect and work in collaboration with other Architects to deliver on the requirements of the next phase of ARC.
Requirement
The ARC project is currently under the mandate and oversight of the Enterprise Architecture and Engineering Team, with the Application Architect as the Technical Lead. The next phase consist of analysing in depth each component of each application in scope for the project (i.e. roughly 138 apps) and reverse engineering these components in order to develop a detailed logical and physical design of the current implementation of each app and its components. The Technology Architect(s ) will also develop in collaboration with the other Architects part of the team, a roadmap and strategy in dealing with the current state of the application portfolio in the agency once the design artefacts and the current implementation analysis has been completed. Due to the heterogeneous nature of our current technology, the requirement has several technology streams that need to be addressed.
Period of the Contract
The Contract period will be for twelve months from the Effective Date (the “Initial Term”). The Contractor will grant to Elections Canada irrevocable options to extend the period of the Contract by two additional periods of one year under the same terms and conditions.
