Title: COL-43 Site Remediation

Work Description:
Public Works and Government Services Canada (PWGSC), on behalf
of the Department
on National Defence (DND), intends to remediate the COL-43 site
located at the
Canadian Forces Base (CFB) Esquimalt DND Colwood Refuelling
Facility which is
located approximately 10 km to the west of Victoria, BC (Drawing
1).
The work required under this contract covers remediation and
restoration of the site.
Access to the site will be provided via either the secured entry
point at the north end of
the DND Colwood property on Wilfert Road near the Old Island
Highway or the secured
entry point on Rosebank Road at the south of the property. All
vehicles and persons are
subject to search to enter DND property.
The COL-43 remediation involves excavation of approximately
6,100 m3 of soil and
ash/lime fill to a maximum depth of 7 m below grade (mbg) and
2,200 m3 of clean
backfill material from the adjacent remediated sites. The
proposed excavation area is
shown on Drawing 8. Excavation depth will be between
approximately 2.5 and 3.5 mbg
in the northern portion of the site, up to 7 m at the south west
edge of the excavation,
adjacent to the COL-42 site, and up to 6 m at the south east
edge of the site, adjacent to
Esquimalt Harbour. The ash/lime with pH measurements greater
than 12.5 (BC
Hazardous Waste) is located at the northwest edge of the site,
at an approximate depth of
1.2 m to 2.5 m. A second area of ash/lime at the east edge of
the site, at BH12-12 and
BH12-20, had pH measurements between 12.31 and 12.50 between 0.3
and 0.9 m depth.
Optional Site Visit:
A Site Visit has been scheduled for June 4, 2013 at 11:00 a.m.
Interested Bidders are to meet at the Canadian Forces Base (CFB)
Esquimalt Colwood Main Gate - Wilfert Road, Victoria, B.C
Interested bidders should wear personal protective equipment
(such as: hardhat, high visibility vest, work boots) to the
site visit.

All work must be completed by September 1, 2013.

Value of Project:
To assist with bonding and insurance requirements, this project
is estimated to cost between
650,000.00 to 700,000.00.
