This RFP is only for pre-qualified Suppliers for Stream 8:
Recipient/Contribution Agreement Audit, against Professional
Audit Support Services (PASS) Supply Arrangement (E60ZG-060004)
DESCRIPTION OF REQUIREMENT
The purpose of the work is to complete a combination of desk
audits (examination of first invoice claims) and/or full audits
for a sample of projects, as required by Office of Energy R&D
(OERD). Guidance and feedback will be provided to the recipient
with regards to claim preparation and internal controls, and
express and audit opinion on the eligibility of costs, eligible
amounts of NRCan contribution and Total Eligible Costs in
accordance with the financial terms and conditions outlined in
the contribution agreements as it relates to amounts reported by
the recipients. An objective is to conduct a single recipient
audit within NRCan and with other departments, where feasible.
DURATION OF THE CONTRACT
The period of the Contract is from date of Contract to March 31,
2013 inclusive and Canada will have the irrevocable option to
extend the term of the Contract by up to 3 additional 1-year
periods under the same conditions.
EVALUATION PROCESS AND SELECTION METHODOLOGY

SECURITY REQUIREMENTS
1. The Contractor must, at all times during the performance of
the Contract, hold a valid Designated Organization Screening
(DOS) issued by the Canadian Industrial Security Directorate
(CISD), Public Works and Government Services Canada (PWGSC).
2. The Contractor personnel who requiring access to PROTECTED
information, assets or sensitive work site(s) must EACH hold a
valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.
3. The Contractor MUST NOT remove any PROTECTED information or
assets from the identified work site(s), and the Contractor
must ensure that its personnel are made aware of and comply
with this restriction.
4. Subcontracts, which contain security requirements, are NOT to
be awarded without the prior written permission of CISD/PWGSC.
5. The Contractor must comply with the provisions of:
a) Security Requirements Check list and security guide (if
applicable), attached at Annex C;
b) The Industrial Security Manual (Latest Edition).
