Comprehensive Land Claim Agreement: No
Nature of Requirements:
Purpose of this Letter of Information (LOI)
The purpose of this LOI is to allow stakeholders and potential suppliers an opportunity to provide feedback on the ability to provide the requirement as defined below.
Letter of Interest (LOI)
This is not a bid solicitation. This LOI will not result in the award of any contract, nor will this LOI result in the creation of any source list. Therefore, whether or not any potential supplier responds to this LOI will not preclude that supplier from participating in any future procurement. Also, the procurement of any of the goods and services described in this LOI will not necessarily follow this LOI. This LOI is simply intended to solicit feedback from industry with respect to the matters described in this LOI.
Requirement
The Canadian Armed Forces (CAF) has purchased Diazepam 5mg/ml (2.0 ml) auto-injectors for many years, however the existing supplier is no longer able to supply licensed product. The current stocks of auto-injectors require replacement as the expiry date of them is approaching. The CAF requires 10,000 units of Diazepam 5 mg/ml (2.0 ml) auto-injectors. Any potential contract will be contingent upon Health Canada SAP approval. DND will be responsible for applying for a SpecialAccess Programme authorization and Import Permit from Health Canada. This authorization allows for the supplier to deliver the product to DND outside of the full marketing authorization. A potential manufacturer may have to supply proof of Good Manufacturing Practices in order to obtain this authorization. A supplier would be responsible for any associated Export requirements.
Nature and Format of Responses Requested
Respondents are requested to provide their comments, concerns and, where applicable, alternative recommendations regarding how the requirements or objectives described in this LOI could be satisfied. Respondents are also invited to provide comments regarding the content, format and/or organization of any draft documents included in this LOI. Respondents should explain any assumptions they make in their responses.
Response Costs
Canada will not reimburse any respondent for expenses incurred in responding to this LOI.
Treatment of Responses
Responses will not be formally evaluated. However, the responses received may be used by Canada to develop or modify procurement strategies. Canada will review all responses received by the LOI closing date. Canada may, in its discretion, review responses received after the LOI closing date.
Review Team
A review team composed of representatives of PWGSC and DND will review the responses.
Confidentiality
Respondents should mark any portions of their response that they consider proprietary or confidential. Canada will handle the responses in accordance with the Access to Information Act.
