NOTICE OF UPCOMING INVITATION TO SUBMIT A RESPONSE TO A REQUEST FOR QUALIFICATION TO DESIGN, BUILD AND LEASE A NEW OFFICE BUILDING IN THE CITY OF MIRAMICHI, NEW BRUNSWICK

Public Works and Government Services Canada (PWGSC) will be issuing an invitation to submit a Response to a Request for Qualification (RFQ) for the purpose of inviting qualified proponents to submit a Proposal (Schematic Design, an Irrevocable Offer to Lease and an Irrevocable Offer to Purchase the Land) to design, build and lease a new building of approximately 9,360 usable square metres (um2) of office space on land owned by Canada.
The RFQ will serve to evaluate proponents as to their experience and financial capabilities; and project management, design, construction and commissioning experience. Proponents who submit a compliant response that meets the required minimum points will be invited to submit a schematic design, an Irrevocable Offer to Lease and an Irrevocable Offer to Purchase the Land.
Qualified proponents who obtain the minimum number of points required in the evaluation stage of the schematic design will have their Irrevocable Offer to Lease considered. From the compliant Irrevocable Offers to Lease, Canada will determine the selected proponent whose offer represents the lowest cost to Canada.
The selected proponent will erect the base building on the land owned by Canada. The land will be conveyed to the selected proponent, at fair market value, at substantial completion of the building. The selected proponent will lease the building with the land to Canada for a period of 20 years, and will provide Canada with an option to purchase for $1.00 at the end of the term. The base building will have to obtain LEED Canada Core and Shell 2009 Gold certification by the Canadian Green Building Council.
The invitation to submit a Response to the RFQ is expected to be issued in the next few weeks and will be made available on Buyandsell.gc.ca at www.buyandsell.gc.ca/goods-and-services/leasing-of-real-property
This is only a notice of an upcoming invitation to submit a response to a RFQ. It is not a RFQ, a Request for Proposal, a call for tenders, an offer to contract, or any form of legally binding agreement. PWGSC is not required to call for tenders, request proposals or lease any space pursuant to this notice of an upcoming invitation.
