Nature of Requirements:
Environment Canada (EC), Meterological Services Canada (MSC) in
Downsview, Ontario, requires the supply and delivery of 15,000
All Weather Aerological Balloons per year, with an option to
purchase up to an additional 15,000 per year, for a period of
three (3) years commencing on April 1, 2013. There is also an
option to extend the contract period for two (2) one-year
periods where 15,000 balloons per option year are to be supplied
and delivered with an option to purchase up to an additional
15,000 per option year.
The technical specification of the All Weather Aerological
Balloons is detailed in Annex B of the solicitation.
Bidders must meet all Mandatory Requirements in order to be
considered responsive. Responsive bids will be subject to
Point-Rated Technical Evaluation including Field Test. Please
see Annex D, Technical Evaluation Plan of the solicitation for
detail.
By Bid Closing Date, bidders must submit fifty (50) samples of
their proposed balloon product for field testing which is part
of the evaluation process detailed in Annex D. Bidders must
submit with their bids by Bid Closing Date a copy of
documentation that shows the sample balloons were shipped to MSC
prior to Bid Closing Date and Time. Bidders proposing to supply
a balloon product previously field tested and accepted by MSC,
such as balloon type TOTEX G-805-TX800 or an identical product
with different part number, may request a waiver for the field
test by contacting the Contracting Authority, Peggy Juan,
p••••••••@•••••.••.ca, no later than 10 calendar days before
Bid Closing Date.
