1. Advance Contract Award Notice
An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.
2. Definition of the Requirement
Environment Canada, Water Survey branch, Yellowknife, NT is
seeking a supply and delivery of one (1) remote, radio
controlled ARC boat for use with existing Acoustic Doppler
Current Profilers (ADCP), the Rio Grande 1200 ADCP and Sontek
M(ADCP),used in the collection of river data such as flow, depth
and velocity. The complete remote controlled ARC Boat must be
received at Environment Canada, Water Survey Branch,
Yellowknife, NT, no later than January 15, 2015.
3. Criteria for assessment of the Statement of Capabilities
(Minimum Essential Requirements)
Any supplier must demonstrate by way of a statement of
capabilities that its equipment meets the following requirements:
Item Description
M1 The boat must be able to be transported within the cabin of
an A-Star Helicopter with a field crew of two persons (not
including the pilot). Maximum Transport Dimensions: - Maximum
length 1.4 meters. Boats in excess of 1.4 meters must have the
ability to be disassembled in under 30 minutes with minimal
tools into two components with no component measuring more than
1.4 meters in length.; - Maximum width of 0.75meters; and
M2 The hull must be designed to accept and efficiently operate a
Rio Grande 1200 and Sontek M9 ADCP, with minimal flow
disturbance to the acoustic head.
M3 Maximum boat weight including batteries and ADCP - 45Kg
M4 The boat requires high operating speeds for high gradient
streams. - The boat must have two propellers for high
maneuverability; and - The boat must have the ability to
operate in river velocities of minimum 5 m\s.
M5 The unit must come complete with batteries that provide for
minimum of 4 hour operation.
M5 Charging system for the batteries must be included
M6 The boat must have a remote control with an minimum
operational range of 200m.
M7 The remote control unit must provide for a Bluetooth link for
data transmission to shore.
M8 The manufacturer must provide a minimum one year warranty.
4. Applicability of the trade agreement(s) to the procurement
The procurement is subject to the following trade agreements:

5. Comprehensive Land Claims Agreement
This procurement is subject to the Tlicho Land Claim Agreement.
6. Justification for the Pre-Identified Supplier
The HR Wallingford, Remote Control ARC-Boat 2013 for RDI Rio
Grande ADCP Deployment,, is the most recent version of the ARC
boat that performs to the above standards in an Arctic
Environment and can be transported in an A-Star Helicopter with
room for gear and technicians.
The required technology, available in the HR Wallingford, is
unique to the vendor.
The HR Wallingford, Remote Control ARC-Boat 2013 for RDI Rio
Grande ADCP Deployment is the only known ARC boat that meets
this requirement. HR Wallingford is the sole supplier of the
ARC Boat.
Make and Model Required: Remote Control ARC-Boat 2013 for RDI
Rio Grande ADCP Deployment.
7. Government Contracts Regulations Exception(s)
The following exception(s) to the Government Contracts
Regulations is invoked for this procurement under subsection 6
(d) - only one person is capable of performing the contract.

12. Suppliers' Right to Submit a Statement of Capabilities:
Suppliers who consider themselves fully qualified and available

submit a statement of capabilities in writing to the contact
person identified in this notice on or before the closing date
of this notice. The statement of capabilities must clearly
demonstrate how the supplier meets the advertised requirements.
13. Closing Date for a Submission of a Statement of Capabilities
The closing date and time for accepting statements of
capabilities is October 21, 2014, at 2:00 p.m. MST.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.

to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate

The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
