1. REQUIREMENT
This bid solicitation is being issued to satisfy the requirement
of The Privy Council Office (the "Client") for Project
Management and Software Developer services under the Task Based
Informatics Professional Services Supply Arrangement. This bid
solicitation is comprised of two streams:
Stream 1 - Project Management Services (Level 3): Four
categories of Project Management services are required on an
as-and-when-requested basis to provide support for new and
on-going Information Technology (IT) projects as required.
Stream 2 - Programmer/ Software Development Services (Level 3):
Four categories of Programmer / Software Developers are required
on an as-and-when-requested basis to develop new and/or enhance
existing software applications, incorporate Commercial Off the
Shelf (COTS) products and provide support for necessary upgrades
and major modifications to the PCO web-based and client-server
business systems.
2. SECURITY
Bidders must hold a valid organization security clearance at the
level of Top Secret to be awarded a contract under this bid
solicitation. Resources requested will require a security
clearance at the level of either Secret or Top Secret, to be
specified at the issuance of individual task authorizations
after contract award. For additional information on security

3. TRADE AGREEMENTS
The requirement is subject to the provisions of the World Trade
Organization Agreement on Government Procurement (WTO-AGP), the
North American Free Trade Agreement (NAFTA), the Canada-Chile
Free Trade Agreement (CCFTA), the Canada-Peru Free Trade
Agreement (CPFTA), the Canada-Colombia Free Trade Agreement
(CColFTA), the Canada-Panama Free Trade Agreement (CPanFTA) if
it is in force, and the Agreement on Internal Trade (AIT).
4. SOLICITATION
This solicitation is open to qualified supply arrangement
holders under the Task Based Informatics Professional Services
(TBIPS) Supply Arrangement.

The Request for Proposal (RFP) will be posted on the Buy and
Sell Website. This solicitation is intended to result in the
award of a separate contract for each stream. Each contract
will be for one year, plus three additional one-year irrevocable
options allowing Canada to extend the term of the contract.
Bidders are required to submit a separate bid for Stream 1 and
Stream 2. Bidders may submit a bid for either of Streams 1 and
2 or both Streams.
