Description of the requirement:
The Information Management Division (IMD) of the Canadian Nuclear Safety Commission (CNSC) requires the professional services of one (1) Intermediate Access to Information and Privacy Consultant (under category Information/Records Management/Recordkeeping Specialist of the Business Consulting/Change Management Stream) to support the ATIP office on projects requiring assessments of privacy risks, the update of the CNSC Info Source Chapter and associated Personal Information Banks and to provide daily support in the processing of Access to Information Act and Privacy Act requests:
The tasks to be performed are:
- Provide advice to the delegated signing authority (for both the Access to Information Act and the Privacy Act) on the application of both Acts.
- Provide advice to senior management on ATIP issues.
- Liaise with external organizations, including organizations in the nuclear sector, other government institutions (PCO, NRCAN, AECL) and non-governmental organizations.
- Liaise with the Legal Services at the CNSC.
- Process Access to Information Act and Privacy Act files as well as consultations received from other government institutions and from other jurisdictions.
- Assisting in the defense of decisions on complaints submitted to the Information or Privacy Commissioner
- Communication with requesters to confirm requirements and negotiate revisions based on requirements under Acts.
- Conduct and complete Privacy Impact Assessments.
- Conduct Privacy Compliance Reviews.
- Coordinating the updating of departmental contributions to Info Source.
- Coordinating the updating of CNSC Personal Information Banks (PIBs) as well as liaising with TBS to register new PIBs.
- Provide support, advice and recommendations to the delegated Signing Authority (for both the Access to Information Act and the Privacy Act) on the development of internal policies, process documents and guidance documents relating to the administration of the ATIP program at the CNSC.
Security requirement at bid closing: Valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Incumbent: The Access Information Agency Inc. (October 21, 2013 to March 6, 2015)
Proposed period of contract:
The proposed period of contract shall be from contract award plus 230 days and two irrevocable option periods of 100 days as Option Period 1 and 100 days as Option Period 2.
