Description of Work
The Canadian Nuclear Safety Commission (CNSC) requires the professional services of a Senior Programmer Analyst for the implementation and development of the organization’s ongoing in-house authored applications. The applications associated to this initiative have been authored and implemented using the Microsoft’s .NET Framework technology stack. CNSC has a number of applications authored using Microsoft technologies that are undergoing a review and renewal of the technology, architecture, business needs, and implementation. A secondary objective is to ensure that all of CNSC’s in-house authored Microsoft .NET Framework based applications and services conform to the requirements stipulated by Shared Services Canada (SSC) for their government-wide Data Center Consolidation (DCC) initiative.
The Senior Programmer Analyst is expected to lead the development activities associated with the project assigned and meet the requirements defined by their associated project initiative. All work will be subjected to an architectural review of its compliance and consistency with the CNSC’s architectural and implementation requirements. Working in conjunction with the organization’s System Architect the Senior Programmer Analyst will be expected to participate in architectural discussions, develop proof-of-concept (PoC) prototypes to validate concepts, contribute towards work package definition and breakdown, mentor and support other resources, actively participate in the day-to-day programming activities, and document outputs using appropriate, CNSC-approved informational artifacts.

Responsibilities/Tasks
The roles, responsibilities, and tasks overview is outlined below.
The tasks to be performed include, but are not limited to, the following:
- Participate and contribute towards brainstorming sessions to validate use cases, architectural concepts, and system requirements.
- Provide support during the validation of architectural components through activities such as research and/or prototyping.
- Participate in project planning and work breakdown discussions.
- Contribute towards the leadership and direction of the development effort.
- Analyze and evaluate existing Microsoft .NET solutions for the purposes of identifying key functionality, implementation details, presentation and business logic, dependencies, and platform requirements.
- Re-use existing code wherever possible consistent with established IMTD standards related to re-use and scalability.
- Develop solutions consistent with the approved IMTD technology stack including, but not limited to, the following: C#, ASP.NET, .NET Frameworks 4.5.x or greater, HTML, XML, JavaScript, JSON, CSS, Microsoft Enterprise Library 5.x or greater
- Leverage and integrate CNSC approved authentication mechanisms for both the Intranet and Extranet and the CNSC approved authorization repository.
- Create and perform unit testing of the solution modules produced during development.
- Document system design and detailed deployment instructions.
- Consult and brief the Technical Lead and Project Manager on work performed and solutions proposed.
- Maintain standard Common, Look, and Feel as defined by ASD.
- Respond to bug reports and fix issues in a timely fashion.
- Transfer knowledge to CNSC staff throughout the process
The work is currently not being performed by a contracted resource as well as the last 12 months.
