Description of the requirement:
The Canadian Nuclear Safety Commission (CNSC) requires the full-time professional services of one (1) Level 3 Technology Architect. The goal, in part, is to design and implement a multi-tier web-based application for the .NET Upgrade project. Secondary goals will be related to work performed on ancillary systems that must be aligned with objectives of the .NET Upgrade project and/or CNSC enterprise architecture. Additional efforts will be expended towards the identification of enterprise architectural opportunities, and rationalizing functionality to meet the general needs of the organization’s key business drivers. The .NET Upgrade project has been initiated by CNSC (the client) in response to a need to renew the existing Microsoft .NET Framework based architecture components, prepare existing applications for the Shared Services Canada (SSC) Data Center Consolidation initiative, and standard general practices and patterns related to all aspect of custom .NET development at CNSC. The Technology Architect will also be required to work on various other IMTD development and / or enhancement projects as assigned by the Project Authority, performing tasks and responsibilities identified in TBIPS category I.11.
High-level business outcomes associated to the .NET Upgrade project include the following:
A. Introduce the Identity Management solution (IMS) for.NET upgrade project and for future CNSC Technology Projects
B. Introduce the CNSC .NET architecture and design standards for current and future .NET custom applications and services using the approved version of the .NET Framework supported by Shared Services Canada (SSC)
C. Provide an upgrade roadmap to ensure synchronization with the scheduled maintenance releases of the production .NET applications
D. Update the CNSC .NET custom applications and services, aligned with the SSC supported version of the .NET Framework and the updated CNSC .NET development standards.
Tasks to be performed:
- Working in conjunction with and accountable to the CNSC System Architect the Technology Architect will provide leadership and oversight to the project team in fulfilling the tasks and deliverables identified in the Statement of Work.
- The Technology Architect will be required to provide status updates, progress reports, resolution of issues and the completion of the team’s deliverables to the Project Manager.
- Align activities and deliverables with project/organization requirements, goals, and objectives.
- Review and analyze business architecture and detailed requirements.
- Develop technical architectures that are founded on Microsoft-based technologies/solutions and satisfy the business and technical drivers behind the solutions identified.
- Identify and develop solutions identifying appropriate opportunities to leverage a SOA (Service Oriented Architecture) based implementation to the benefit of the organization both business-wise and technically.
- Participate in analyzing CNSC requirements, documentation, implementation plan, and schedule
- Lead application design workshops and working sessions to discuss the business requirements and system design
- Facilitate code reviews, document issues and actions for follow-up.
- Participate in the definition of enterprise architectural and development standards.
- Perform fit gap analysis of existing systems and prepare appropriate migration strategies to convert the existing codebase to the approved (and upgraded) enterprise architecture
- Analyze and evaluate alternative technology solutions to meet business problems.
- Ensures the integration of all aspects of technology solutions consistent with CNSC’s corporate vision.
- Monitor industry trends to ensure that solutions fit with government and industry direction for technology.
- Establish and document best practices for the long-term implementation and sustainment
- Create the long-term implementation strategy and roadmap
- Create long-term sustainment plan
- Provide hands-on, expert technical assistance to developers
- Transfer knowledge to CNSC staff throughout the process
- Work evenings and weekends as required.

Security requirement at bid closing: Valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Proposed period of contract:
The proposed period of contract shall be from contract award plus 230 days and two irrevocable option periods of 60 days as Option Period 1 and 60 days as Option Period 2.
