ADVANCE CONTRACT AWARD NOTICE - UB450-128923/A
An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, during
this posting period, a Statement of Capabilities that meets the
requirements set out in the ACAN, then the competitive
requirements of the government's contracting policy have been
met. Following notification to suppliers not successful in
demonstrating that their Statement of Capabilities meets the
requirements set out in the ACAN, the contract may then be
awarded using the electronic bidding authorities.
If other potential suppliers submit Statements of Capabilities
during the posting period which meet the requirements set out in
the ACAN, (i.e. considered valid) then the contracting authority
must proceed to a full tendering process (electronic or
traditional).
The objectives of posting an ACAN are to:
a) enhance transparency in government procurement;
b) support the Government's objective of enhanced competition;
c) provide potential suppliers the opportunity to submit a
statement of capabilities to a proposed directed procurement if
they believe they have the capability and capacity to provide
the good, service or construction requirement; and,
d) meet the government's and suppliers need for an efficient and
cost-effective government procurement system.
REQUIREMENTS OR EXPECTED RESULTS
Acquisition of four tanks of 14 L glass "Bioflo 115" table
format (which will replace the old model "Bioflow 110") to
direct the bioreactor system table for the NRC kind.
Requirement Description:
The BioFlo/CelliGen 115 takes the complexity out of equipment
selection, set-up and operation. It features a totally
integrated control station with a color touchscreen interface,
built-in pumps, gas flow controllers, pH/DO, foam/level
controllers and more ? no external PC needed. In fact, we've
made it so simple, your new unit can be unpacked and ready for
the autoclave in under a half hour.
- Grow virtually any cell type: aerobic and anaerobic microbes,
yeast, insect, plant and mammalian cells. All 115 systems are
pre-programmed with both fermentation and cell culture operating
modes for total flexibility. A wide variety of options and
accessories provide the versatility for customization to your
exact needs. Choose from eight vessels, three motor drives,
specialized impellers, up to four Rotameters with multiple gas
flow ranges, a Thermal Mass Flow Controller (TMFC), and more.
Control and view up to three independent fermentors/bioreactors
from a single touchscreen. Additional utility station(s) are
required for simultaneous operation of a second or third vessel

The National Research Council of Canada (NRC) possesses a
microbial fermentation facility in Montreal with different sizes
of bioreactors. These bioreactors are used to develop microbial
fermentation process at different scales.
Our laboratory bioreactor is a benchtop bioreactor, model
"Bioflo 110" from New Brunswick scientific (NBS). This bench top
bioreactor system is monitored by a compact controller that
communicates with four (4) 14 L glass "Bioflo 110" benchtop
bioreactors. The current Bioflo 110 compact controller is at the
end of its life span and needs to be upgraded to the latest
version, model "Bioflo 115". The NRC requires to upgrade the
aging controller without changing the glass bioreactors.
The "Bioflo" manufacturer, New Brunswick Scientific, was bought
a few years ago by Eppendorf. Eppendorf now exclusively owns the
New Brunswick Scientific Bioflo brand compact controllers and is
the only company who can provide the NRC with the required
upgrade (controller Bioflo 115). Those specific controllers have
the same capacity than our current controllers Bioflo 110 and
are totally compatible with our glass Bioreactors, in place in
our laboratory.
Since the current controller can only be replaced-upgraded by
the same brand and model compatible with our New Brunswick
bioreactors NRC requires that we purchase (4) Bioflo 115 to
Eppendorf Canada, exclusive owner of New Brunswick Scientific
brand controllers.
JUSTIFICATION OF SUGGESTED SUPPLIER
The proposed supplier has the exclusive right to distribute/sell
these goods in the Canadian market.

The Crown retains the right to negotiate with suppliers on any
procurement.
