Nature of Requirements:
This amendment changes the closing date to April 2, 2013.
This Request for Proposal is for the provision of Hot Weather
Safety Boots (HWSB), spare laces and insoles for the Department
of National Defence. This procurement is divided in two phases.
Phase 1: An evaluation of pre-award samples, test results,
Certificates of Compliance sent with the bid will be done
(pass/fail).
Phase 2 : Compliant bids from Phase I will then be rated in term
of moisture vapour transmission rate, average weight and
appearance.
The compliant bid with the lowest cost per point will be awarded
a contract to supply 60 pairs of boots. These boots will be
subject to a technical evaluation and if compliant, used for a
User Acceptance Trial. The boots must achieve a 60% user
acceptance in order for the boot to be deemed suitable for
service. If the result of the User Acceptance Trial is positive,
one contract will be awarded for the supply of 60,000 pairs of
boots, 10,000 pairs of spare laces and 10,000 pairs of spares
insoles to be delivered to Montreal, Qc and Edmonton, Alb. The
Main Contract also includes three (3) options to purchase
additional quantity of a maximum of 20,000 pairs of boots under
each option.
The boots are to be manufactured in accordance with the
Department of National Defence performance specification for hot
weather safety boot dated 15 June 2012.
Technical data should be automatically issued, under separate
cover, upon request for the bid documents. Therefore, it is
imperative that this request for the bid documentation be done
as soon as possible to ensure timely receipt of the associated
technical data. However, the Crown shall not be held responsible
for untimely release of technical data, since the technical data
package as well as the sealed samples shall be available for
viewing at the following Public Works and Government Services
Canada regional offices: Quebec, Quebec, Montréal, Quebec,
Mississauga, Ontario, Vancouver, British Colombia and Winnipeg,
Manitoba.
Canadian Content: This requirement is subject to the Canadian
Content Policy and is solely limited to Canadian goods.
Enquiries
To ensure a response before bid closing date, all enquiries
about this requirement must be submitted in writing and received
by the Contracting Authority at least seven (7) calendar days
prior to the bid closing date.
