ADVANCE CONTRACT AWARD NOTICE (ACAN)
Meteorological Marine Buoy
K3D33-160926/A
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
2.1 Background:
Environment Canada (EC) - Meteorological Service of Canada (MSC) requires the supply and delivery of one (1) complete and fully assembled unmanned METOC Wave Glider SV3 marine vehicle for the National Marine Networks Section. The METOC Wave Glider SV3 will be used to evaluate the technology to determine its ability to provide efficiencies to the Marine moored Buoy Network. The instrument will be used to record and transmit marine meteorological data comparable to the current Marine Moored Buoy Network and to assess new and emerging technologies to modernize the network while delivering high quality data. The information obtained will be used for improvement of weather predictions and climate simulations, and developing new standards for weather operations. Maintaining a high level of expertise requires that EC purchase new cutting-edge technologies when they become available, and lead the world in the investigation of the applications of the new technologies using the most accurate and up-to-date measurements.
Environment Canada also requires services associated to standard mission planning, two-year maintenance program and optional piloting training services.
