Nature of Requirements:
1. TITLE:
VEHICLE NOISE PROPAGATION CALCULATOR
2. SECURITY:
There is no security requirement associated with the requirement.
3. REQUIREMENT:
Defence R&D Canada (DRDC) is an agency of the Canadian
Department of National Defence that responds to the scientific
and technological needs of the Canadian Forces (CF). DRDC has a
requirement to develop a software program to calculate the noise
propagation of various CF vehicles. The program is intended be
used in the field by members of the CF to estimate the acoustic
"footprint" of their vehicles during the planning or execution
of missions. It should also provide a measure of their
"detectability" to hostile entities during the course of their
mission. The objective is to produce a software program capable
of estimating the noise propagation distance and detectability
of vehicle noise sources using limited processing power and
limited user inputs.
4. EVALUATION AND SELECTION:
Mandatory and point rated technical evaluation criteria are
included in Annex "D" of the solicitation.
The responsive bid with the highest number of points will be
recommended for award of a contract, provided that the total
evaluated price does not exceed the budget available for this
requirement.
5. OWNERSHIP OF INTELLECTUAL PROPERTY:
Any intellectual property arising from the performance of the
Work under the Contract will vest in Canada.
6. MAXIMUM FUNDING:
The maximum funding available for the Contract resulting from
the bid solicitation is $75,000.00 (Goods and Services Tax or
Harmonized Sales Tax extra, as appropriate). Bids valued in
excess of this amount will be considered non-responsive. This
disclosure does not commit Canada to pay the maximum funding
available.
7. PERIOD OF CONTRACT:
It is anticipated that any contract will be effective from date
of contract award to 2013-MARCH-31.
8. CODE OF CONDUCT CERTIFICATIONS
Pursuant to section 01 of Standard Instructions 2003 and 2004,
Bidders must submit a complete list of names of all individuals
who are currently directors of the Bidder. Furthermore, as
determined by the Special Investigations Directorate,
Departmental Oversight Branch, each individual named on the list
may be requested to complete a Consent to a Criminal Record
Verification form.
