HEALTH CANADA ADVANCE CONTRACT AWARD NOTICE

TITLE: 2014-2015 Nutrition Facts Education Campaign (NFEC)

SOLICITATION NUMBER: TBD

1. The purpose and explanation of an ACAN

An Advance Contract Award Notice (ACAN) allows Health Canada contracting authorities to post a notice on Buy and Sell, for no less than fifteen (15) calendar days, indicating to the supplier community that a good, service or construction contract will be awarded to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.

2. Rights of suppliers

Suppliers who believe that they are fully qualified and available to provide the services or goods described in this ACAN may submit a Statement of Capabilities clearly demonstrating how they meet the advertised requirement. This Statement of Capabilities must be provided via e-mail only to the contact person identified in Section 12 of the Notice on or before the closing date and time of the Notice. If there is a reasonable level of evidence regarding capability, the requirements will be opened to electronic or traditional bidding processes.

4. Definition of Requirements or Expected Results

  • Health Canada has a requirement for innovative and low cost ways to develop and deliver nutrition education messages about the Nutrition Facts panel into the hands of Canadian consumers at the time they consider purchasing packaged foods. Requirements include nutrition labelling education messaging on packaging, retail/in-store educational promotions and the promotion of the initiative within the supplier’s existing internal communications channels. Initiatives must be based on existing broad networks with the influence and reach to provide extensive bilingual and national coverage, and provide exceptional added value to extend and leverage the initial investment. Suppliers must be able to show they leverage, by at least 4 times, Health Canada’s financial contribution in the initiative.

5. Minimum requirements

Any interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following minimum requirements:

The Nutrition Facts Education Campaign (NFEC) is being undertaken to support regulatory efforts being pursued by the Food Directorate around labelling; references included in the recent Speech from the Throne; key areas for action outlined in the FPT Curbing Childhood Obesity Framework; and the Branch's mandate to enable Canadians to make healthy food choices.

A collaboration with the Food & Consumer Products of Canada (FCPC) is essential to supporting the NFEC's goal of enhancing Canadians understanding of how to compare and choose healthier food products using the % Daily Value (% DV) and serving size in the Nutrition Facts table (NFt).

FCPC will increase the reach of the campaign by developing standardized on-pack information, in-store signage and any other retail channel elements that help Canadian consumers to better understand and use the serving size information in conjunction with the % DV on the NFt on packaged food labels.

Minimum requirements:

  • reach 95% or more of Canadian households through the distribution mechanisms proposed, including on-pack and in-store messaging.
  • be national in scope, and conducted in both official languages
  • be applied across several different food groups and product types, and be visible in numerous communications channels
  • produce results valued at approximately four times the required initial investment, using standard measurement techniques (e.g. cost of any donated space, etc)
  • have an existing collaboration with an organization that represents national food retailers in order to reach consumers at point of purchase with NFEC messages

6. Reason for non-competitive award

Section 6 (d) of the Government Contract Regulations is being invoked in this procurement as only one person or firm is capable of performing the contract. This exception is being invoked because Health Canada believes that Food & Consumer Products of Canada (FCPC) is the only organization that can offer the unique service of developing and distributing nutrition education messaging in appropriate formats on various types of packaged food products available to Canadians in a wide variety of venues. Additionally, FCPC will use its own resources (in an amount equal to or greater than Health Canada’s development budget) to promote the educational messages distributed on pack, and use its membership and influence to leverage the widest possible exposure for the messaging in all corners of the country, in both official languages.

The services of the Contractor will be required from contract award; September 1, 2014
The expected completion date of this project is the 31th day of March, 2015. The option for three (3) additonal individual period of (1) one year will be included.

10. Estimated value of the proposed contract

The total value of any contract(s) emanating from this RFP shall not exceed $638,000 including travel and living expenses and all applicable taxes
