The Department of Natural Resources Canada (NRCan) has a requirement to provide technical services for advancement in the development of the CanFlood application. The Contractor shall provide technical services to modify and adapt the CanFlood tool. The work will involve establishing an expert committee of flood risk modellers with NRCan, to obtain input and feedback, to refine and improve usability and capabilities of CanFlood. There are three components to the CanFlood toolset. The hazard toolset shall be connected to the International Flood Hazard Layer, and the National Flood Hazard Data Layer, as provided by NRCan. For the vulnerability and exposure toolset, the National Exposure Dataset (NED) and Canadian Damage Function Library and hazardous facilitites datasets will be integrated into CanFlood through a User Interface to access these layers. Datasets will be provided to the contractor by NRCan. The results toolset will be adapted to allow for output of aggregated datasets and facilitate classifying damage by polygons, implement to compare flood risk scenarios and automate calculation of simple scenario costs and Benefit/Cost Ratios (BCR). The CanFlood user manual shall be updated to incorporate guidance on these new features.
