Full description

1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of Requirements
Acquire and extract tridimensional data on208 sample trees by means of terrestrial Lidar. Buck stems, convert logs into lumber, supervise the kiln drying process and planning, and assess lumber visual grade and real mechanical properties in laboratory. Using Lidar scans as input data, simulate sawing processes according to different mill setups by means of a specialized software. Create a database of lumber volume and value recoveries per log and per stem, including product quality and value, as well as processing cost
Deliverables:

208 raw Lidar datafiles describing the 3D external morphology of 208 sample trees
208 datafiles of sample tree with branches (extracted from the point cloud)
108 datafiles containing individual stems (without branches) extracted from the point cloud
Database generated by the sawing simulations for 2 types of mills «Studet Random». Sawing simulation results will be computed for each sawlog and for each stem (n = 108). The database includes the price list for the generated products.
All the lumber pieces dried and dressed produced from the 108 stems (approximately1000 pieces)
The database of the visual grading according to NLGA with the reasons for downgrade.
The database of physico-mechanical properties for 1000+ lumber pieces (MOE, MOR, density, moisture content, defects, causes of rupture etc.)
All the technical data relevant to the project (scan parameters, sawing, drying, planing parameters, mechanical tests, ASTM standards used etc.).

3. Criteria for Assessment of the Statement of Capabilities
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
a. Experience :

The supplier must have, within his enterprise, a minimum of 10years of experience in executing/conducting forest resource assessment studies, more precisely the conversion/processing into sawmill products, in the assessment of lumber physico-mechanical properties according to ASTM standards, and in conducting sawing process simulation studies. The sawing simulator must be set to represent high performance sawmills that are typically in operation in eastern Canada.
The supplier must have a minimum of 2 years of experience in point cloud data acquisition with a terrestrial Lidar, and with the subsequent processing of data (extraction of study objects).

b. Lidar data acquisition and sawlog conversion must be completed before the snow (before December 2016).
4. Trade Agreements
This procurement is subject to the following trade agreement(s):
North America Free Trade Agreement (NAFTA); Agreement on Internal Trade (AIT); Canada/Chile; Canada/Columbia and Canada/Panama.
5. Justification for the Pre-Identified Supplier
We intend to deal directly with the supplier mentioned in section 10 below as, it is the only known supplier that meets the mandatory criteria set out in section 3 above.
The supplier has more than 10 years’ experience in research and development related to the Canadian wood products sector. To answer the needs of the sector’s R&D, he/she has developed a specialized software Optitek with full property rights. Optitek optimizes sawmill processes to maximize the value of the resource. The software can use Lidar scans of stems as input data for primary breakdown simulations in order to estimate the volume and value yields of lumber and by-products. This allows us to study how standing tree characteristics influence product yields according to different transformation processes.
The mandate of the Resource assessment program is to increase our knowledge on wood product quality and value extracted from Canadian forests. The use of a recognized methodology to acquire, simulate and analyze data is very important to deliver our research mandate.
Should Canada receive a statement of capabilities from a supplier that contains sufficient information to indicate that it meets the requirements set forth in this ACAN, a competitive process will be triggered with a technical and financial evaluation methodology of the bids proposed by the potential bidders
6. Exception to the Government Contracts Regulations and applicable trade agreements
The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) – “only one person is capable of performing the work”.
The identified provider, FPInnovations, is the only one able to meet all of the criteria identified in paragraph 3 above.
7. Exclusions and/or Limited Tendering Reasons
The following exclusion(s) and/or limited tendering reasons are invoked under the:
North American Free Trade Agreement (NAFTA): Article 1016, 2, b)
Agreement on Internal Trade: Article 506.12 (b)
