The Correctional Service of Canada (CSC) has a requirement to
add CCTV coverage of the car parking lot at Pacific Institution.
The primary purpose of the cameras is to provide evidentiary
video of this area. This Statement of Technical Requirements
(STR) will cover the technical requirements for the required
work.
The contractor shall install twelve fixed IP POE cameras at
Pacific Institution for general coverage of the main parking
lot.
Pacific Institution is a multi-level security facility; work
will have to be accomplished with minimum interruption to the
daily operation and security of the Institution. This system is
not designed or intended to provide facial recognition of staff
or visitors, the intent is to provide video for evidentiary
purposes.
The contractor must design, supply, install, integrate, test,
and train operators/maintenance personnel on the installed
equipment, as described in this STR. The contractor shall
provide acceptable documentation for the operation and the
maintenance of this equipment.

The work includes the supply, installation, testing and
provision of operational and technical training on the CCTV
system as described in the Statement of Technical Requirements
(STR).
Work will have to be accomplished with minimum disruption to the
daily operation and security of the institution, and the work is
requested to be completed within 30 weeks after contract award.
Mandatory site visit will be held as follows:

Bidders must attend the mandatory site visit in order to bid on
this solicitation process.
The bidder must have at least one attendee at the site visit
(maximum 2 attendee's per bidder) and the onus is on the bidders
to arrive at the site in a timely manner. Bidders arriving late
may not be permitted to attend the site visit.
It is also a mandatory condition of this requirement that all
attendees have a site clearance prior to each site visit. To
apply for the site clearance, the bidders shall complete a CPIC
Clearance Request form (preferably in typed format) and submit
the duly completed and signed form by each participant, by fax
to Mike McLaughlin (819) 953-4944 or by e-mail to

It is a mandatory condition that the CPIC Clearance Request be
submitted for the site visit. It is requested that the CPIC
Clearance Requests be received by this office no later than
2:00pm EDST on June 11th 2015. Site Clearance Request Forms
received after June 11th 2015 will not be accepted. A site
clearance obtained for work performed under similar requirements
is not acceptable.

Note:
After contract award, bidders may request a debriefing on the
results of the bid solicitation. Bidders should make the
request to the Contracting Authority within 15 working days of
receipt of the results of the bid solicitation process. The
debriefing may be in writing, by telephone or in person.
