1. Advance Contract Award Notice (ACAN) An ACAN is a public
notice indicating to the supplier community that a department or
agency intends to award a contract for goods, services or
construction to a pre-identified supplier, thereby allowing
other suppliers to signal their interest in bidding, by
submitting a statement of capabilities. If no supplier submits a
statement of capabilities that meets the requirements set out in
the ACAN, on or before the closing date stated in the ACAN, the
contracting officer may then proceed with the award to the
pre-identified supplier.
2. Definition of the requirement
To enter into Contract with Vector Aerospace Helicopter Services
Inc., Richmond, British Columbia, for the Repair and Overhaul of
the CH124 Sea King Helicopter T58GE-100 Turboshaft Aero-Engine
and associated components on behalf of the Department of
National Defence.
This contract will cover the disassembly, inspection, cleaning,
parts, calibration, repair, overhaul, assembly, testing, and
packaging, to restore to a serviceable condition, the items
forecasted for repair and overhaul of the T58GE-100 Turboshaft
Aero-Engine (military version) and repair, restore and refinish
DND reusable containers.
Within three months of contract award the contractor must
commence repair and overhaul at the required steady state
production rate of between one and two engines per month as
required to support the yearly flying rate of the CH124 Sea King
Helicopter.
The contractor must have operated an established Repair and
Overhaul Facility for the General Electric T58 Engine and
associated accessories or for the commercial General Electric
CT58 Engine for a minimum of three (3) years immediately prior
to bid closing date.
3. Applicability of the trade agreement(s) to the procurement
As this is a service contract on the behalf of the Department of
National Defence under Federal Stock Class 16, it is exempt from
the North American Free Trade Agreement (NAFTA) in accordance
with NAFTA Chapter 10, Annex 1001.1b-1 Section A para 2 and
Annex 1001.1b-2, Section B General Note 1; and from the World
Trade Organization Agreement on Government Procurement (WTO-AGP)
in accordance with WTO-AGP Annex 1 and 4, note 4. The Agreement
on Internal Trade applies and the limited tendering strategy as
per Article 506.12(a) applies (to ensure compatibility with
existing products, to recognize exclusive rights, such as
exclusive licenses, copyright and patent rights, or to maintain
specialized products that must be maintained by the manufacturer
or its representative).
4. Justification for the Pre-Identified Supplier
You are hereby notified that it is the intention of Public Works
and Government Services Canada (PWGSC) to negotiate a sole
source contract for this requirement with Vector Aerospace
Helicopter Services Inc., Richmond, British Columbia, Canada as
they are the only known company capable of performing the work
due to Contractor owned Intellectual Property. Vector Aerospace
Helicopter Services Inc. has developed and retains exclusive
ownership and rights to use several engineering and maintenance
procedures related to the T58GE-100 engine that are required to
meet the stringent vibration limits detailed in the Canadian
Forces Technical Order C-14-474-000/MF-001 Part 14. Vector has
incorporated the mandated AVA (Aircraft Vibration Analysis) and
Metalscan systems into their T58 engine test cell to ensure that
they meet DND's requirement.
5. Period of the proposed contract or delivery date
Contract period is Contract award to 31 March 2015 with five one
year option periods to 31 March 2020.
6. Cost estimate of the proposed contract
The estimated cost of the proposed contract including the option
period is $47,725,000.00.

8. Suppliers' right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available
to provide the goods, services or construction services
described in the ACAN may submit a statement of capabilities
inwriting to the contact person identified in this notice on or
before the closing date of this notice. The statement of
capabilities must clearly demonstrate how the supplier meets the
advertised requirements.
9. Closing date for a submission of a statement of capabilities
The closing date and time for accepting statements of
capabilities is 17 October 2014, at 2:00 p.m. EST.
