Remote Access Sampler
1. ACAN Explanation
An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.
2. Definition of Requirement
The Great Lakes Nearshore Initiative is an Environment Canada
program to investigate and assess the impact of phosphorus
contributions in the nearshore zone of the Great Lakes. To
effectively assess how tributaries affect lake water, it is
critical to understand how storm events impact the phosphorus
and suspended solids in the Great Lakes. This is challenged by
the difficulty of sampling in short time intervals during storm
events. The remote access sampler will provide the means to
collect in-situ temporal samples and assess nutrients and
suspended sediments which will guide the implementation of
measures to reduce nutrient contributions in the Great Lakes.
Environment Canada, National Water Research Institute,
Burlington, Ontario, requires the supply and delivery of McLane
Research Laboratories Inc. Remote Access Samplers as detailed
below:
1. Remote Access Samplers (RAS 3-48-500) - Quantity 2;
2. 47 MM Filter Holders (FH47) - Quantity 2;
3. Spare Bags (LUER) - Quantity 96;
4. Spare A21-1000 Battery - Quantity 2
5. Spare Flat Filter Caps - Quantity 96
Delivery of all items is requested by 31 December 2012, but no
later than 15 March 2013.
3. Criteria for Assessment of the Statement of Capabilities
3.1 Minimum Essential Requirements:
Any interested supplier must demonstrate by way of a statement
of capabilities that its product meets the following
requirements:

1) be deployed in situ as a stand-alone instrument for a
predetermined length of time and depth (1 to 200 meters)
