AMENDMENT 003
This amendment is raised to provide questions and answers to
potential bidders as follows:
Question:
Will the shipping containers indicated in the addendum for all
configurations with the 96" forks, weigh approximately 22,000
lbs loaded?
Answer:
The 96" forks (Forklift Attachment (1)) are required to lift at
least
10,000 kg. For some configurations this will be greater than
the capacity of the vehicle being delivered. This greater
forklift capacity is to keep commonality with attachments and
will allow the forks to be used with other equipment currently
operated by the Canadian Forces.
Question:
Purchase Description, Table 1.4 Configuration Capability Table -
Configuration G 3.4.2 (b) Breakout Force lists a value of 185 kN
and 35,950 lbs. Is the correct value 185 kN and 41,590 lbs or
170 kN and 38,220 lbs?
Answer:
For all values listed in the purchase description the metric
values will be used to define the requirements as stated.
For configuration G 185kN is the minimum breakout force
acceptable.
1.2 Instructions
(g) Metric measurements shall be used to define the requirement.
Other measurements are for reference only and may not be exact
conversions
Question:
Purchase Description, 3.5.2 Optional Equipment section f.
Forklift Attachment (1) and section g. Forklift Attachment (2):
Do you require fork tines (right and left) that move
simultaneously maintaining equal distances from center or fork
tines (right and left) that move independently of one another,
where distance from center can be dictated by the operator?
Answer:
Both adjustment methods will be acceptable.

AMENDMENT 001
This amendment is raised to provide questions and answers to
potential bidders as follows:
Question:
Regarding Configuration G page 2 of 16.
The required Operating Capacity is 11,575 lbs, Tipping Capacity
of 23,150 lbs and breakout force of 35,950 lbs.
The breakout force seems disproportionate compared to the
Tipping Capacity and Operating Capacity. Is the breakout force
of 35,950 lbs correct / mandatory?
The tipping capacity and operating capacity will determine how
large the machine is. When you consider the breakout force this
will increase the size of the machine by 2 or 3 model sizes
larger.
Answer:
The values stated in the Purchase Description are correct. The
Breakout Force as well as the Tipping Capacity and Operating
Capacity are used for evaluating the required vehicle size for
each configuration. Configuration G is the largest sized
machine required as part of this Purchase Description.
Question:
Can you tell us if it's possible to submit 2012 model Snow
Blowers for this bid?
Answer:
A 2012 model year Snow Blower will be compliant so long as this
is the latest available model.
3.1 Standard Design - The vehicle/equipment shall:
(a) Be the latest model. The manufacturer shall have
manufactured and sold this type and size class of vehicle for at
least 1 year;
If the 2012 model is the latest model available from the
manufacturer then the 2012 model will be acceptable.
Question:
Regarding 3.5.2 (f) & (g) - normally the longer the fork tines,
the lower the capacity. Are (f) and (g) capacities reversed?
Answer:
In this case the longer forks are required to have a high
capacity because they will be used to move shipping containers.
The smaller forks are to be used for smaller day-to-day
activities and so require a lower capacity. The capacities
listed are the minimum capacities required. Higher capacities
are also compliant.
Question:
Regarding 3.5.2 (j) - In Configurations F1, F2 & F4 you ask for
a Snow Blower attachment and also a Snow Blower Control
Interface. The Snow Blower will be supplied with the interface.
You should not require an additional interface.
Regarding 3.5.2 (j) - In Configurations F3 & F5, you ask for a
Snow Blower Control Interface. What Snow Blower make is the
Interface for?
Answer:
When indicated in the Attachment and Option Table a Snow Blower
Control Interface is required for the given configuration. For
Configurations F1, F2 and F4 the Snow Blower Interface is
required to operate the Snow Blower supplied with each machine.
To clarify the requirements of the Snow Blower Control Interface
for Configurations F3 and F5:
The Snow Blower Control Interface required with Configuration F3
shall be capable of operating the Snow Blower unit delivered
with F2.
The Snow Blower Control Interface required with Configuration F5
shall be capable of operating the Snow Blower unit delivered
with F4.
It is preferred that all Snow Blower units delivered to be the
same make and model for a given configuration size.
All other terms and conditions remain the same.

The Department of National Defence has a requirement to purchase
fifteen (15) Front End Loader and ancillary items in accordance
with the Purchase Description for Loader, Scoop Type, 4 x 4,
dated 2012-11-19, and at Annex A - Pricing. The Front End
Loader are to be delivered at the location below by March 28,
2013.

Debriefings
After contract award, bidders may request a debriefing on the
results of the bid solicitation. Bidders should make the request
to the Contracting Authority within fifteen (15) working days of
receipt of notification that their bid was unsuccessful. The
debriefing may be provided in writing, by telephone or in person.
