Gas Chromatograph - Mass Selective Detector with Purge and Trap Concentrator
KW405-160641/A
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Department of the Environment and Climate Change (ECCC), Burlington, Ontario has a requirement for the supply and delivery of one (1) Agilent 7890/5977 Gas Chromatograph - Mass Selective Detector (GC-MSD) and two (2)Teleydne Tekmar Atomx sample processing and purge and trap (PT) concentrator units.
It is intended to negotiate a contract with Agilent Technologies, Mississauga, Ontario.
The Contractor must provide instruments that will concentrate, detect, identify and quantify low levels of volatile contaminants and meet performance specifications as outlined in the Canadian Council of Ministers of the Environment (CCME) Method for petroleum hydrocarbon analysis for F1 (C6 to C10) compounds and BTEX. The system must function as an accredited back-up system for an existing purge and trap system and run in both soil and liquid mode. The control of instrumentation, data generated and data processing must be achieved by Agilent Mass Hunter Software in order to comply with our laboratory’s standardized platform. The system must include on-site training installation.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its equipment meets the following requirements:
1. The system must include, at a minimum, the following components: Gas Chromatograph (GC) and Mass Selective Detector (MSD) mainframes, purge and trap concentrator and autosampler, capillary split/splitless inlet, computer, LED monitor, AgilentMassHunter software, colour laser printer, mouse and all required interface cables and accessories;
2. All of the components of the systems, which have been identified above, must be serviced and maintained by the Contractor and not sub-contracted;
3. The MSD must be capable of full scan and selective ion monitoring (SIM) and must be able to collect SIM and full scan data simultaneously;
4. The MSD must be capable of generating classical Electron Ion (EI) spectra, without any contamination by extraneous effects that might skew the naturally occurring abundances, that can be compared against commercial libraries;
5. The GC must be capable of gas chromatography with full electronic pressure and flow control of all gas flows;
6. The GC must have a split/splitless inlet for connection of the purge and trap concentrator transfer line capable of programmable temperature vaporizing injections;
7. The GC must be able to accommodate the installation of additional detectors such as Flame Ionization Detectors (FID) and Electron Capture Detectors (ECD);
8. The autosampler must be able capable of the following: process water and soil samples in standard Volatile Organic Analysis (VOA) 40 mL vials; perform automated methanol soil extractions(including agitation by magnetic stir bar; have sample dilution capacity; must be able to hold at least 70 40mL VOA vials; purge samples directly in the VOA vials; add internal standard to samples; have the capacity to add at least 3 separate internal standards from three unique vessels each of which must be pressurized;
9. The purge and trap software must be able to save methods and control all purge and trap related componentry parameters. Multiple methods must be able to be run in the same sequence;
10. The data acquisition and processing software and systems used to control the concentrator and autosampler and GC-MS instrument must be based on Microsoft Windows 7;
11. The GS-MS software must be able to automatically acquire MSD data, calibrate and quantify target compounds, perform library searches of spectra obtained for target and non-target compounds and export the data to EXCEL spreadsheets;
12. The instrument software must have the ability to simultaneous acquire, display signals and quantitate data from two different detector systems (MSD and FID);
13. Agilent MassHunter Software system must be provided (version 7.0 or later) in order to be compatible with the laboratory’s current standard for data management and processing;
14. The data acquisition and processing software systems must be compatible with 2015 or newer versions of Antivirus software;
15. Must provide a current searchable NIST MS library that provides spectra with names, chemical structures and retention indices;
16. Must have instrument interface and control vial LAN (TCP/IP protocol) to the data acquisition and data processing software and systems;
17. The GC-MS software must be capable of running more than one method in the same automated run and must be capable of saving data in different data folders within the same automated run;
18. The instrumentation must be capable of meeting the Canadian Council of Ministers of the Environment (CCME) Performance Criteria for F1 (C6 to C10) Compounds and BTEX as per the Reference Method for the Canada-Wide Standard for Petroleum Hydrocarbons in Soil- Tier1 Method;
19. Any new software versions that become available during the warranty period of the instruments must be included and installed atno extra charge;
20. Must provide a 1 year on-site warranty for all components including parts and labour, travel, yearly preventative maintenance including any travel and living expenses from date of final acceptance sign-off.
4. Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreement(s):
a. Agreement on Internal Trade (AIT)
b. North American Free Trade Agreement (NAFTA)
5. Justification for the Pre-Identified Supplier
ECCC currently operates an Agilent 7890/5977 GC-MSD Teledyne Tekmar ATOMX system. A duplicate system is mandatory in order to be able to meet our laboratory’s mandate to maintain accreditation and enforcement criteria. The second ATOMX purge and trap concentrator and autosampler will be dedicated to the analysis of legal samples and therefore must not be altered or used for other analyses in order to preserve the legally defensible quality of the analytical results.
The National Laboratory of Environmental Testing (NLET) at ECCC has installed Agilent’s MassHunter Software onto all of its organic analytical instrumentation. This has streamlined and unified instrument data acquisition and processing and has been optimized so that data files can be directly uploaded into the National Laboratory Information Management System for reporting purposes.
To the best of ECCC’s knowledge, Agilent Technologies Canada, is the only known supplier that can provide the combination of instrumentation together with the requirement of the specific software.
