Non-Competitive Procurement Strategy: Exclusive Rights
Comprehensive Land Claim Agreement: No
Vendor Name and Address:
Waters Limited
232 Britannia Road East
Mississauga Ontario
Canada
L4Z1S6
Nature of Requirements:

An Advanced Contract Award Notice (ACAN) must be prepared in both official languages. Below is a model that must be used by contracting officers for the preparation of an ACAN. The blocks include guidance for its use as well as examples for some of the items listed.

1. Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2. Definition of the requirement

o The Quebec Laboratory for Environmental Testing (QLET) of Environment and Climate Change Canada (ECCC), wishes to acquire a liquid chromatograph coupled to a tandem mass spectrometer in order to perform qualitative and quantitative analyses of a wide variety of trace organic compounds in environmental samples.
Optionally, a gas chromatograph coupled to a tandem mass spectrometer may be purchased the following fiscal year (2020-2021). In both cases, the mass spectrometer must have the same configuration, only the chromatographic part of the system will change.

3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements:

3.1 System Description
The liquid chromatography system coupled to a tandem mass spectrometer shall consist of the following, but not limited to, the entire system and all the hardware and software necessary to make it an integrated system.
a) Liquid chromatograph (LC) (section 3.2)
b) QqQ tandem mass spectrometer (section 3.3)
c) Operating and data processing software (section 3.4)
d) Computer system (capable of supporting the operating and processing software) (section 3.5)
e) Deliverables (system installation and user training) (section 3.6)
f) Technical support (section 3.7)
g) Performance Tests (section 3.8)
h) Options (section 3.10)
The optional gas chromatography system coupled to a tandem mass spectrometer shall consist of the same elements with the exception of point a, which shall be a gas chromatograph (see section 3.9 below).

The prices submitted are for new goods, that is to say that they come from the manufacturer’s factory and have never been installed, either permanently or temporarily, for production or testing at the manufacturer, its distributor or any of their clients.

If, prior to the delivery of goods, a component of the system is upgraded or if there is a new system placed on the market that renders the proposed system inferior in performance or sensitivity, the supplier must deliver to the QLET the upgraded system or new system at no additional cost.

3.2 Liquid Chromatograph
The liquid chromatograph must consist of at least one chromatographic column manager, a sample manager and a quaternary solvent pump, including a solvent degassing unit. The chromatographic system must be directly connected to the mass spectrometer using an electrospray / APCI source. This chromatographic system must also be an Acquity UPLC H-Class Plus type.
3.3 QqQ Tandem Mass Spectrometer
The mass spectrometer must be of the Xevo TQ-XS type from Waters, with StepWave technology to remove neutral compounds and gases and thus increase sensitivity. It must also have a T-Wave / ScanWave type collision cell in order to increase fragment ion detection. The system must also have a database of environmental contaminants in order to simplify the implementation of new methods (ex: data on mass transitions, collision energies, etc.).
The entire system must be installed on a specialized table for this type of product, with casters allowing for it to be moved and an isolated noise box for the mechanical pump.

The system must be delivered with an air compressor and a nitrogen generator capable of supporting the instrumentation.
3.4 Operating and Data Processing Software
The instrument's operating software (to control the device and process the data) must be included with the device and must be compatible with Windows 10 or a later version of Microsoft's Windows operating system. The control and data acquisition software must be the current version of MassLynx, and the data processing software must be TargetLynxXL or the most current version. Software updates must be done for free for 3 years by the supplier following installation.
3.5 Computer System
The computer system must be equipped with a printer and must have a minimum internal memory of 64 GB RAM. The system must have two (2) 21" minimum LCD or plasma displays with a minimum resolution of 1920 x 1080. The computer system must have a minimum of two (2) 1 TB hard drives.
3.6 Deliverables (System Implementation and User Training)
All system components must meet all current North American electrical standards. The system must be delivered with a minimum of one (1) set of consumables for a continuous operation of at least 1 year (ex: o-rings, gaskets, fuses, etc.). The complete system must be guaranteed for a minimum period of one (1) year; this guarantee will begin on the day of acceptance of the installation of the system following successful performance tests.
3.7 Technical Support
Throughout the warranty period, a technician must be available on site within two (2) business days of the service call. Telephone support must be available within one (1) business day.
3.8 Performance Tests
After installation, the instrument must meet or exceed the performance criteria published by the supplier in its advertisements.
3.9 Gas Chromatograph for fiscal year 2020-2021

The gas chromatograph must have a "Cool On-Column" injector compatible with an autosampler. This injector must be installed at the front end of the chromatograph. All gas lines required for the installation of the system must be included (from the instrument to the gas cylinder, excluding the manometer and its pressure regulator). The gas chromatograph must be equipped with an autosampler capable of accommodating a minimum of 150 vials of 2 mL. The tray of this sampler must be able to cool down to room temperature (the refrigerant system does not have to be delivered). This chromatographic system must be coupled to the mass spectrometer via a APGC source type; all the details presented in point 3.3 apply to the part of the mass spectrometer.
3.10 Options
A price list for the items listed below must accompany the vendors quote. These prices must be protected for a period of one (1) year from the date of award of the contract.
a) Main consumables (vials, syringes, O-rings, seals, fuses, etc.
b) A gas chromatography system coupled to a tandem mass spectrometer, as specified above.
